About the National Missing and Unidentified Persons System (NamUs):

On any given day, there are between 80,000 and 90,000 active missing person cases on file with law enforcement agencies across the United States, and over 12,000 active unidentified decedent cases, many of which have remained unsolved for decades. The sheer volume of missing and unidentified person cases poses one of the greatest challenges to law enforcement, medical examiners, and coroners across the country. Most of these cases can only be solved through collaboration, communication, and connection to critical forensic and analytical resources. NamUs fills this need by bringing people, information, forensic science, and technology together to help resolve missing and unidentified person cases across the United States. Essential function(s) of this position: The Center for Human Identification at the University of North Texas Health Science Center is seeking to hire a Director to develop and lead a Victim Services Unit to provide resources and support to family members of missing persons.

Position Details
The Center for Human Identification Department at the University of North Texas Health Science Center is seeking to hire a NamUs Executive Director, Information Technology Development to join our team. To develop, lead, and manage complex technology projects and deliver innovative solutions to NamUs stakeholders. Responsibilities of the position include but are not limited to:

* Lead and coach a team of development professionals to build and maintain a high quality, highly available portfolio of software and technology services.
* Develop and implement strategic plans in conjunction with NamUs leadership.
* Provide regular communication to executive management about NamUs technology plans, policies, and procedures.
* Research and propose cost effective technical solutions to address business challenges.
* Provide vision and execution for NamUs technology solutions.
* Ensure delivery excellence and compliance.
* Manage the quality and timeliness of updates and deliverables.
* Serve as liaison between IT technical experts at the Office of Justice Programs, National Institutes of Justice, UNTHSC IT, stakeholders, vendors, and clients.

Required Qualifications
The successful candidate will possess the following required qualifications:

Bachelor's degree and seven (7) years related experience; or equivalent combination of education and experience.

Preferred Qualifications
The preferred candidate will possess the following additional qualifications:

* Strong written and verbal communications skills; comfortable communicating with senior levels of both business and technology leadership.
* Experience driving large projects and programs to completion.
* Leader who fosters a positive and productive working environment where new ideas are encouraged and people are challenged.
* Background in Agile development, Lean principals, and Kanban tools.
* Experience in IT infrastructure planning, and contract/vendor relations.
* Demonstrated leadership experience.
* Strong demonstrated customer service skills.
* Familiarity with AWS, GovCloud, SecureCloud and related cloud technologies.
* Proven experience in leading large system integration efforts through completion.
* Strong client interfacing background.
* Ability to multi task and project manage in a fast paced demanding environment.
* Ability to communicate complex technical concepts to non-technical audiences.
* Experience with .NET software implementation from requirements through design, development, user acceptance, and post deployment.
* Experience in Agile/Scrum and related frameworks.
