Lone Star College-System Office employees are based at one of two System Office locations; The Woodlands and University Park. Both are the site for multiple administrative departments and system-wide training programs.

This position is located at the LSC-System Office at 5000 Research Forest Drive. The Woodlands, Texas 77381.

Position Summary:

Reporting to the Director of Compensation and Benefits, this position administers Lone Star College employees' Benefits, Wellness, Leave, and Retirement plans. Develops, recommends and implements
benefits-related policies, procedures, and programs to be carried out throughout LSC. Serves as primary contact for all insurance companies, vendors, administrators, and state agencies. Holds
responsibility for all state reporting and accounting functions related to employee benefits, including compliance, payment of premiums, reconciliation of annual benefits expenditures and enrollment to
Employee Retirement System (ERS), and Teacher Retirement System of Texas (TRS) reporting. Manages Benefits team of professional and support staff.

Job Functions:

  1. Administers and manages all LSC benefit plans, including but not limited to various Leave plans (such as FMLA, STD, and LTD), as well as all state offered plans.
  2. Responsible for all state reporting and accounting functions related to employee benefits. Performs regular audits and reconciliations between LSC insurance payroll accounts and state and local providers, ERS, TRS, etc.
  3. Serve as Employees Retirement System (ERS) coordinator and security administrator for the system.
  4. Remains current on all state and federal regulations that may impact LSC Benefit Programs, including FMLA, ACA, COBRA, TRS, and ORP. Ensures compliance with all applicable internal and external rules, regulations, and guidelines regarding employee benefits and retirement plans, and provides accurate, expert information and updates to LSC Administration. Makes recommendations for improvements as needed.
  5. Hires, trains, manages, and evaluates a team of HR-Benefits employees and manages the day-to-day operations of the department.
  6. Research, analyze, and resolve complex or escalated benefit issues.
  7. Responsible for the creation of the annual benefits enrollment process, the benefits orientation materials for new employees, and trains and partners with campus HR offices on conducting benefits orientations. Responsible for all benefit communications throughout the College.
  8. Monitors department budget and implements budget controls and performs needs assessments, making recommendations for development of the annual budget.
  9. Manages the process and set up for benefits-related modules within the iStar (PeopleSoft) HRIS system.
  10. Oversee and conduct retiree off-boarding communication meetings.
  11. Administer and document EAP information, offerings and usage
  12. Contribute to the development of functional, departmental strategies.
  13. Responsible for other reasonable related duties as assigned.
Knowledge, Skills, & Abilities:
  • Extensive knowledge of state/federal regulations and procedures related to benefits administration (especially with the Employee Retirement System of Texas)
  • Extensive knowledge of Teacher Retirement System of Texas {TRS) and other optional retirement plans

Physical Abilities:

The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.



Work Schedule & Conditions:
  • PC workstation running on a LAN in a Microsoft Windows environment, calculator, phone and other general office equipment
  • Internal and external contacts as needed to carry out the functions of the position
  • Work is performed in a climate-controlled office with minimal exposure to safety hazards

  • Bachelor's degree and at least 5 years of demonstrated Benefit experience, at least 3 in a supervisory role
  • An equivalent combination of education and experience may be considered

  • Certified Benefits Professional (CBP), Work-Life Certified Professional {WLCP), or completed coursework for related certifications
  • Related work experience in higher education in Texas
  • PeopleSoft experience
  • Experience administering Teacher Retirement System of Texas {TRS) retirement plans
