Essential Job Duties: The employee in this position serves as the lead human resources and financial/accounting representative for the Department of Forestry and Environmental Resources (FER), in the College of Natural Resources. This position supports the Business Officer in the Department and serve as backup to the Business Officer position. Human Resources (70%) * Serve as the primary point of contact for all personnel administration managing day to day human Resources functions including onboarding, offboarding, position adjustments, salary adjustments, transferring, and those terminating employment. * Independently work with College HR and central HR regarding all actions including position creation, recruitment, and reclassification. * Collaborate with college offices to ensure all HR actions are approved in a timely manner. * Initiate PA actions, review all information entered in the past within PeopleSoft HR, and PeopleAdmin7 databases and ensure accurate tracking of departmental HR information. * Manage the appointment, reappointment, and separation for postdocs, faculty, EHRA professional staff, SHRA staff, adjunct faculty and visitor/no-pays. * Departmental HR approver for NextGen Graduate appointments and JAR actions for temporary employees and student workers. * Complete documentation required by OIE and OIS to issue H1-B Visa, E1 Visa, employment authorization documents and process J1 Visa. * Assist faculty, postdocs, and visiting scholars with VISA/employment eligibility renewal * Assist department with recruiting of EHRA and SHRA positions; initiating action in PeopleAdmin, advising the search committee and preparing offer letter. * Supervise and assign duties for department's bi-weekly student help. * Process requests on Worker's Compensation claims * Maintain departmental personnel records and department's organizational chart. * Backs-up for initiating temporary hires in JAR and timekeeping for biweekly employees. Financial Management (30%) * Financial activities include entering vouchers, requisitions, IDT/IDJs, journal vouchers, travel Authorizations, Travel Reimbursements and other financial transactions. * Monitor and assist PIs with budget projections for projecting year end account balances and advise program managers for the following: SOFAC, Forest Productivity, and select scholarships. Prepare reports and budget documents. * Manage, Monitor, and maintain Nicholson Endowment Trust fund, including payment of invoices, wire transfer, initiate travel reimbursements. * Prepare contracts for the department and advise faculty on policies and procedures regarding these. * Assist Department's Business Office in tracking faculty start-up funds and end of year fiscal closing. * Prepare paperwork for check deposits and wire transfers. * Manage, Monitor, and maintain Nicholson Endowment Trust fund, including payment of invoices, wire transfer, initiate travel reimbursements. * Manage, monitor, and maintain the Forest Productivity Coop (Trust fund), including payment of invoices, deposits, wire transfer and travel reimbursements. * Backs up departmental P-Card Reconciler. * Backs up the Business Officer to provide advice and counsel to the department's staff in regards to university and federal policies and regulations as they pertain to financial and personnel issues.
Department Required Skills: * Familiarity with best practice HR principles and strategies. * Strong working knowledge of Microsoft Office, with significant experience with Excel. * Being a team member in the Department assisting other staff as needed. * Excellent organizational skills. * Strong written and verbal communication skills.
Preferred Experience, Skills, Training/Education: * Five (5) years work experience, of which a minimum of three (3) years of that experience is working with financial and HR transactions in a Higher Education setting. * Knowledge of applicable policies, procedures and information systems in order to communicate and process information. * Proficiency in information systems (such as PeopleSoft Financials). * Ability to use department and University policies and procedures to determine course of action of training and experience.
