Facilities and Maintenance Operations directs overall:  administration; planning; design; construction; operation and development; care and upkeep of all university physical facilities. Researches, identifies, and assesses campus-wide capital renewal and deferred maintenance needs.


  1. Establishes policies for and provides leadership of key offices and departments including facilities operations and maintenance, energy, motor pool, real estate, campus master planning, infrastructure planning, and construction management.
  2. Interacts with department and University senior management to ensure that the planning, programming, and presentation of the University's capital renewal needs are coordinated with the institution's broader capital agenda and legislative presentation strategy.
  3. Coordinates capital budget priorities, working closely with deans and executive officers and the Kentucky State University Office of the President.
  4. Leads and coordinates the development of the Six-year Capital Plan and Biennial Budget request for projects requiring exceptional resources, develops project plans, justification, and cost estimates for integration into the Capital Plan and presentation to the Council on Postsecondary Education and other Legislative bodies.
  5. Facilitates space planning and advises administration regarding space allocation policy and decisions.
  6. Represents the University in high-level negotiations with state, city and county officials concerning state agency oversight, real estate transactions, zoning, jurisdictional matters, and construction issues.
  7. Represents the University to various government agencies, funding agencies, students, and/or the general public/local community.
  8. Oversees the maintenance, operations, and housekeeping of all facilities and grounds and the utilities systems.
  9. Manages and coordinates the development of intra-departmental processes designed to ensure that the integrated facility renewal and modernization needs of the University's various academic departments and staff agencies are integrated into KSU's annual capital plans.
  10. Manages complex projects involving active and proposed capital projects from conception to completion.
  11. Provides leadership and direction in all aspects of administering a strong program of communicating with the campus community that emphasizes customer service and client involvement.
  12. Implements strategies for continuous improvement of campus infrastructure, systems, operations, and energy conservation.
  13. Establishes and implements short- and long-range organizational goals, objectives, policies, and operating procedures; monitors and evaluates program effectiveness; implements changes required for improvement.
  14. Designs, establishes, and maintains staffing and an organizational structure to effectively accomplish the functions of Facilities; recruits, employs, supervises and evaluates departmental staff; directs the implementation of management development skills training, and safety training.
  15. Develops and manages annual budgets for the organization and performs periodic cost and productivity analyses.
  16. Recommends and participates in the development of university policies and procedures; may serve on university planning and policy-making committees.
  17. Advises the University administration on the funding needs to adequately maintain the physical facilities of the institution, and assists the administration in the allocation of fiscal resources for various capital improvement and maintenance projects on the campus.
  18. Develops integrated capital project priority listings, programs distribution of State funding for building renewal and replacement, and creates short- and long-term strategic plans.
  19. Performs miscellaneous job-related duties as assigned.

MINIMUM JOB REQUIREMENTS (Education and experience):

  • Bachelor's degree in Engineering, Business Administration, Architecture, or a related field is required.
  • A Master's degree in Engineering, Business Administration, Architecture, or a related field is preferred.
  • Professional Engineer designation is preferred.
  • Minimum of seven (7) years of directly related experience including experience in managing a comprehensive facilities and maintenance organization to include construction management and campus master planning.
  • Possession of a valid Kentucky driver's license is a requirement for this job.

  • Knowledge of construction management, project management, and all codes and regulations pertaining to construction, including management of large capital budgets.
  • Knowledge and understanding of computerized facility management systems, applications, and tools.
  • Knowledge of building engineering audit techniques, and ability to interpret results.

  • Work involves light exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors, and/or loud noises.
  • Light physical effort. Requires handling of average-weight objects up to 15 pounds or some standing or walking. Effort applies to no more than two (2) hours per day.
  • Requires the ability to move throughout the campus on foot, including climbing stairs in all University buildings, and stairs and/or ladders on construction sites.
  • Scope of the job frequently requires working in the evenings and on weekends, particularly during the progress of construction projects.
  • No or very limited exposure to physical risk.
