Factors considered during this investigation include but are not limited to allegiance to the U.S., foreign influence, foreign preference, criminal conduct, security violations, drug involvement, the likelihood of continuation of such conduct, etc.

Additional Information Purpose Manages ARL COMSEC program in accordance with National Security Agency (NSA) Directives. Assists the Information Systems Security Manager (ISSM) in managing security programs to meet ARL: UT's Risk Management Framework requirements for National Security computing environments.

Essential Functions Perform duties as COMSEC custodian IAW NSA/CSS Policy Manual 3-16 and other directives. Conduct COMSEC inventories, maintain COMSEC key and equipment accountability with NSA INFOSEC Accounting System. Coordinate keying material receipt and destruction. Rekey COMSEC material. Establish and maintain an electronic key management system. Maintain accountability and keys for Selective Availability Anti-spoofing Modules (SAASM). Conduct semi-annual audits and undergo routine COMSEC inspections. Assist in the development and maintenance of system security plans, contingency plans and change management. Participates in assessment of Information Systems safeguards and program elements. Provides technical expertise and oversight to manage the daily administration of security protection measures on the IS systems assigned. Provides incident response and conducts incident investigations related to IS security incidents.

Marginal/Incidental functions Other duties as assigned.

Required qualifications HS/GED. 3 yrs information assurance experience in Windows/ Linux systems. 3 years experience as a COMSEC Custodian or management of COMSEC related duties under NSA/CSS Policy Manual 3-16. Experience with auditing various OS and networks. U.S. citizenship. Selected applicant is subject to government security investigation and must meet eligibility requirements for access to classified information at level appropriate to project requirements. Employment is contingent on selected applicant submitting application for access and receiving notification of eligibility within a time period specified in the job offer. Employment must begin within 30 days of confirmation of eligibility. Eligibility for access to classified information must continue without interruption during employment. Employment will be contingent on selected applicant obtaining a DoDM 8570.01 compliant certification, equivalent to IAT Level II within 6 months of start date. Continued compliant certification, equivalent to IAT Level II is required during employment. Equivalent combination of relevant education and experience may be substituted as appropriate. Preferred Qualifications Bachelor's degree in Computer Science, Information Systems Management, or related field. Eligibility for immediate access to classified information at the level appropriate to the project requirements of the position. Previous completion of the NSA COMSEC Custodian Course. Familiar with encryption devices such as Taclanes, DTD's, KIV-7's and have some knowledge with the DIAS Account Management Software. Knowledge of National Industrial Security Operations Manual (NISPOM). Knowledge of Special Access and Sensitive Compartmented Information programs and government regulations. Experience with policy creation and documentation preparation and maintenance. Windows Operating System and Linux Operating System certifications. Possess a current DoDM 8570.01 compliant certification, equivalent to Information Assurance Technical (IAT) Level II (i.e. Security +).

Working conditions May work around standard office conditions Repetitive use of a keyboard at a workstation Use of manual dexterity Some weekend, evening and holiday work. Frequent use of manuals and books. May work in shared, windowless office space. Possible intrastate/interstate travel.

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length.
