The Department of Obstetrics and Gynecology, Division of Maternal Fetal Medicine has an opening for a full-time, University Staff (unclassified) Business Manager (Business Services Manager) position.

Nature of Work:
The Business Manager is an exempt professional position. This position works for the Maternal Fetal Medicine Division in the Department of Obstetrics and Gynecology at the University of Colorado School of Medicine is responsible for decision-making, planning, organizing, and managing the clinical and business activities of the Division, direct management and supervision of the SOM freestanding patient offices (Parker, Platte, Littleton and Castle Rock), and ensuring compliance with all internal and external policies and procedures that govern the Division's efforts. The Business Manager oversees the Division's fiscal affairs, human resources, and day-to-day operations in support of the Division's, Department's and School's mission and goals.

The Business Manager serves as the representative for the School of Medicine (SOM), the University of Colorado Denver (UCD), and the University of Colorado (CU) with regard to relevant fiscal and administrative matters. The Business Manager ensures compliance with all policies and procedures of the SOM, UCD, University of Colorado Hospital, The Children's Hospital, and CU.

Supervision Exercised:
  • Direct supervision of any Division staff including Administrative Assistants.
  • Indirect supervision of the Department's centralized staff for division compliance.
  • Direct supervision of the staff at Parker, Platte, Littleton and Castle Rock (SOM) Freestanding Clinic patient office staff employed under UCH, UCD and UPI (attach organization chart).
  • Indirect supervision of the contract staff at the Parker, Platte, Littleton and Castle Rock (SOM) Freestanding Clinic patient office staff employed by Centura Health.

Examples of Work Performed:

Financial Management: Oversees fiscal activities of the Division in conjunction with the DFA and centralized staff, including, but not limited to:
  • Development and management of operating and capital budgets for the Division and the four SOM freestanding patient offices.
  • Payroll administration.
  • Purchasing and travel
  • Inventory/ Computer management
  • Develop methods, policies and practices to help achieve the overall financial goals of the division.
  • Regularly review of financial statements for Divisional accounts.
  • Interfaces with relevant financial and human resource systems, as necessary, to manage the Division's operations and monitor its financial performance.
  • Facilitates fiscal planning and financial analysis, as needed.
  • Ensures overall fiscal compliance and accountability of the Division by working with the DFA.
  • Provides sound stewardship of Division's financial resources.
  • Responsible for maintaining the timely and accurate update of clinical full time equivalent (CFTE) and RVU productivity calculations for the 20 + faculty within the MFM Division.
  • Expected to assist with educating faculty and other business leaders within our environment in order to analyze and use this data to understand and improve productivity. This data will also be used to benchmark faculty productivity.
  • Work to improve analysis of clinical operations utilizing productivity, quality, outcome, faculty satisfaction and patient experience data in partnership with various business leaders within the Dept of OBGYN, UPI and UCH.

Clinical Practice:
  • Monitors physician services billing and collection activity with UPI to ensure the accuracy and efficiency of charge processing, and to track physician productivity.
  • Monitors the finances and ordering of office, clinical and equipment supplies for the three SOM freestanding patient office.
  • Directly manages the Parker, Platte, Littleton and Castle Rock SOM freestanding patient office operations and staffing.
  • Negotiates all leases and contracts at three SOM Freestanding sites.
  • Creates all Site of Practice Agreements for the Division clinics.
  • Identifies clinical information needed from UPI, University of Colorado Hospital (UCH), Children's Hospital Colorado (CHCO) etc., and works with appropriate personnel to ensure timely receipt of data.
  • Plans information flow related to clinical data within the Division.
  • Serves as a resource to oversee the creation of new reports and tools for practice plan management.
  • Completes all SOM freestanding site work orders with management companies.
  • With DFA, serves as Lead Project Manager on all potential new sites
  • Manage relationships/agreements with external partners/ vendors.
  • Negotiates all contracts for division vendor purchases.
  • Establish employee schedules, operating rhythm and routines to ensure a healthy work culture.
  • Provides leadership and direction for coordination with division day-to day activities
  • Oversee customer support processes to enhance customer satisfaction.

Master Template Scheduler:
  • Primary contact with Qgenda vendor for department problems related to scheduling system.
  • Schedule administrator for entire department in Qgenda.
  • Develop complex clinical schedules for 19+ sites and 3+ on call pools.
  • Schedule coordination with professional staff in various sites for clinical coverage.
  • Complete schedule changes 24 hours a day.

Information Systems:
  • Purchases computer, network hardware, peripheral equipment and software
  • Installs the new computers at SOM Freestanding and University of Colorado division sites to include networking printers and ultrasound machines.
  • Primary resource for division user problems, identify their source, determine solutions, test and implement solutions.
  • Maintains three servers for the SOM freestanding clinics.
  • Implements and oversee relevant division software upgrade. Viewpoint, Citrix clients, hospital-specific applications and other University support applications.
  • Troubleshoots all ultrasound machine network problems at three SOM Freestanding sites.

Grant and Contract Management: Oversees, along with the centralized staff personnel, the post-award management of the Division's grants and contracts (including UPI clinical contracts as appropriate), including but not limited to, the following:
  • Compliance with Federal, State, University, and/or other granting agency rules and regulations.
  • Coordination with the internal and external entities that regulate and monitor research activities.
  • Assist the Department's centralized Grants Specialist and COMIRB personnel as necessary to ensure timely and accurate grants and contracts submissions.

Human Resource Management:

General Duties: Oversees the Division's personnel matters including, but not limited to, the following:
  • Position creation in the University and UPI human resource systems.
  • Maintenance of proper funding distribution.
  • Facilitation of employee recruitments.
  • Assist Division Head with performance assessment and salary setting.
  • Employee development, orientation and staff integration.
  • Employee discipline and termination of all UCD, UCH and UPI staff
  • Establish, communicate and administer to University and Division policies and procedures
  • Counsels personnel on matters of benefits, work issues, personal interrelations, grievances, and other matters within the workplace.
  • Processes a variety of personnel forms and conducts required processes in UPI, PeopleSoft or other systems.
  • Maintains appropriate personnel records for 32+ faculty and staff (e.g. vacation, sick leave, educational leave).
  • Monitors the performance evaluation activities for all 13+ staff to include implementation and maintenance of the performance planning/appraisal program.

Faculty Affairs:
  • Administers the appointment, promotion, tenure, and processes for the Division's faculty.
  • Works with other internal and/or external constituencies relevant to employment matters where necessary (e.g., visas).
  • Serves as a liaison on behalf of the Division's faculty, SOM Dean's Office, and Human Resources, as needed.

Procurement Management:
  • Communicates with department personnel regarding relevant procurement processes and needs
  • Manages Divisional procurement including, but not limited to, the following:
    • Oversight and control of the distribution and use of University credit cards.
    • Purchase of supplies and services that support the Division and the three SOM freestanding patient office
    • Facilitation of the Division's procurement efforts through the proper organizations (e.g., UPI, CU) to ensure efficiency in operations.
    • Invoicing 7 clinical sites for on call services and clinical coverage.

Facilities and Operations Management:
  • Works with Division Head to oversees any Divisional facilities both on and off campus and ensure efficiency of operations.
  • Coordinates the Division's response to space inventory surveys as required by the University.
  • Administers the internal allocation of Divisional space per University policies to ensure optimal use.
  • Oversees Divisional building security and safety procedures for the three SOM freestanding patient offices.
  • Oversees the Division's asset management system.

Ultrasound Annual Conference:
  • Apply for Continuing Medical Education credits for conference.
  • Complete a needs assessment for participants.
  • Develop all program materials and create participant packets, ensuring they meet CME guidelines.
  • Invite exhibitors and speakers for conference.
  • Create and manage project timelines, deadline compliance and effective communication and dissemination of both.
  • Manage revenue and budget for annual conference.
  • Ensure all speakers have signed disclosures and are free from bias.
  • Reserve all conference rooms needed for conference.
  • Order all materials, food and supplies for conference.
  • Load all presentations for speakers.
  • Troubleshoot all IT related issues during the conference.

Planning, Development and Analysis:
  • Participates in planning activities for the Division, including long-range and short-range business and strategic planning.
  • Provides the Division Head with data and financial analysis as needed for operational, management, business development and strategic decisions.

The hiring salary for this position is commensurate with skills and experience. This position is not eligible for overtime.

Qualifications

Minimum Qualifications:
  • A bachelor's degree in business, business administration, finance, accounting , education, social sciences, healthcare administration, public administration, communications, information systems, or a directly related field from an accredited institution.
  • Five (5) years of progressive professional management and financial experience.

Substitution: A combination of education and related technical/paraprofessional experience may be substituted for the bachelor's degree on a year for year basis, but not for the specific experience.

Preferred Qualifications:
  • A master's degree in business, business administration, finance, accounting , education, social sciences, healthcare administration, public administration, communications, information systems, or a directly related field from an accredited institution.
  • Progressively responsible, professional management and financial experience in an academic and/or medical center environment.
  • At least three years of supervisory experience preferred.
  • Experience directly managing day-to-day freestanding clinical patient operations and clinical staff employed by UCD, UCH and UPI.
  • Experience managing complex information and computer systems.
  • Experience supervising administrative and support staff personnel.

Competencies/Knowledge, Skills and Abilities:
  • Demonstrated ability to work effectively with a diverse population of faculty, staff and students.
  • Effective communication/presentation skills and a proven track record of forming collaborative and effective working relationships with physicians and administrative staff.
  • Knowledge and ability to directly manage day to day freestanding patient operations and clinical staff employed by UCD, UCH and UPI.
