The Department of Civil and Environmental Engineering in the College of Engineering at the University of Illinois Urbana-Champaign seeks applicants for the position of Human Resources Specialist or Coordinator. The Human Resources Specialist or Coordinator will serve as the primary HR point of contact for the department. The incumbent will exercise professional judgment and discretion in the coordination of HR operations, which will include employment and hiring practices, appointments and visa processing, and other related HR functions in support of the faculty, staff and administration for the department. This position reports to the Assistant Head for Administration.

Specific duties and responsibilities include the following, but may vary depending on position level:

• Responsible for the hiring activity for Faculty, Academic Professional and other Academic positions including but not limited to position development and approval, end-to-end search documentation and approvals, recruitment advertising, search team training, interview participation and coordination, and reference checking.

• Facilitate the Civil Service hiring requests and procedures, working closely with Staff Human Resources and the College of Engineering, using sound judgment in developing new and existing positions, which includes position development and approval, employee requisitions, candidate interviews and selection process, and critical judgment in reference checking.

• Work closely with the Office of Diversity, Equity and Access with respect to affirmative action plans and equal employment opportunity practices. Act as point of contact for the ODEA regarding departmental hiring activity.

• Coordinate the promotion and reclassification process for the department staff, which includes working with the employee supervisor and College of Engineering to compile and prepare all necessary information and documents.

• Interpret and apply policies and procedures related to visa (J-1, H-1, F-1 OPT, etc.) and green card processing and paperwork, including updating departure data; work closely with the International Student and Scholar Services (ISSS) office, sponsoring faculty and business units, and foreign nationals throughout the various processes; convey foreign national and visa processing policies and proper procedures to faculty and staff within the departments.

• Provide timely, efficient service for all academic and civil service appointments processing, including insight and recommendations on various appointment requests (often non-standard appointments), working closely with central HR units on campus and within the College of Engineering, and in accordance with University policy and procedures.

• Serve as back up for undergraduate and graduate employee appointments processing on an as-needed basis, and particularly during peak processing periods.

• Serve as back up for other HR related tasks during high-volume busy periods.

• Serve as the primary approver for bi-weekly staff payroll, communicate leave practices and policies, and ensure compliance with campus, college and departmental policies throughout the units.

• Demonstrate a thorough understanding of employment eligibility of foreign nationals, student visas, Form I-9 requirements, and all aspects of the new hire process. Prepare offer letters, employment verification letters, draft job descriptions. Provide input for process improvements related to human resources operations.

• Conduct research and advise on a wide variety of HR inquiries/requests, such as, leave practices and polices, wage rates, payroll processing and dates, hiring procedures, and university policies/procedures.

• Liaise on a regular basis with HR staff from other departments as well as staff at Student Employment, University Payroll and Benefits, and Illinois Human Resources, regarding employment matters.

• Monitor and respond to inquiries in departmental shared email inbox.

• Attend and represent the department in HR-related meetings and trainings on campus.

• Assume additional appropriate related HR duties to further the mission of the Department.

Qualifications for Human Resources Specialist:

Minimum qualifications:

• Bachelor's degree in Human Resources, Business Administration, Organizational Administration or related field.
• Minimum of two years of progressive work experience that demonstrates strong ability to research, interpret, and make recommendations based on HR policy.
• Strong organizational and time management skills, and the ability to be detail-oriented and provide accurate work in a high-volume environment.
• Must demonstrate the ability to work autonomously.
• Possess excellent interpersonal skills, strong oral and written communications skills, the ability to interact with a broad array of internal and external constituents, and the ability to concurrently manage multiple complex tasks.

Preferred qualifications:

• Public university experience providing human resources support and coordination.
• Experience in documentation, training, search and hire practices, visa processing, and/or appointments processing.
• Working knowledge of University of Illinois business and human resources policies and procedures.
• Professional in Human Resources (PHR) or related certification strongly desired.

Qualifications for Human Resources Coordinator:

Minimum Qualifications:

• Bachelor's degree in a related field.
• Three-four (3-4) years of progressive work experience that demonstrates strong ability to research, interpret, and make recommendations based on HR policy.
• Provent track record of customer service.
• Strong organizational and time management skills, and the ability to be detail-oriented and provide accurate work in a high-volume environment.
• Must demonstrate the ability to work autonomously.
• Possess excellent interpersonal skills, strong oral and written communication skills, the ability to interact with a broad array of internal and external constituents, and the ability to concurrently manage multiple complex tasks.

Preferred Qualifications:

• Master's degree in Business Administration, Human Resources, Higher Education Administration or a related field.
• Public university experience providing human resources support and coordination.
• Experience in documentation, training, search and hire practices, visa processing, and/or appointments processing.
• Working knowledge of University of Illinois business and human resources policies and procedures.
• Professional in Human Resources (PHR) or related certification strongly desired.
