Position Information
Provides comprehensive and complex plan review(s) on a wide variety of campus construction projects ranging from very small Tenant Improvements through complex new construction and infrastructure replacement projects and provides expert level plan review within technical areas of expertise such as Electrical, Plumbing/Mechanical, Data, Building Management Systems, Security Systems and Infrastructure. Reviews plans for proposed projects and conducts back checks of plans for compliance to codes and campus standards. Issues permits after the completion of a successful plan review. May review and inspect all building exterior access projects for compliance with all Americans with Disabilities Act (ADA) requirements, state and local requirements, and act in coordination with the campus Access Compliance Officer to confirm alignment with the expectations of that office as applicable. Consults with architects, engineers and contractors regarding structural and non-structural requirements of the building design prior to and during construction. Coordinates with Project Managers and Inspectors of Record (IOR) on small and/or complex general campus construction projects, coordinating the activities of other campus reviewers within areas of technical expertise. Works with inspectors and subject matter experts to resolve conflicts between disciplines, competing standards, codes and/or specifications. Assists Campus Building Permit Manager with the administration of Campus Permit Center, including: intake of construction documents and details; related customer service functions; issuance of permits once plan review is complete; preparing information and data for the issuance of Certificates of Occupancy (C of O) once projects are complete; assists in preparation of required close-out documents; assists with retention and archiving of project documents. Coordinates plan review related issues, and meets with State/Campus Fire Marshal on a regular basis. Provides written reports and documentation of all plan reviews and inspections performed, including daily reports, weekly updates and other reports as required by the Director of Inspections and Quality Assurance- Campus Building Official and as mandated by the UCOP Facilities Manual in order to keep various project participants and the general campus community informed as necessary. Prepares comments and analysis on deficiencies and conflicts found on submitted construction documents during plan review for Campus Building Official, project participants, UC Riverside staff members and the entire campus community. Conducts plan reviews on, and sometimes inspects, construction documents and project sites, respectively, in order to confirm compliance with all applicable codes, plans and specifications, UCOP Facilities Manual items, UCOP and UCR policies and processes, UCR campus standards, and all other pertinent codes, regulations and requirements for UC Riverside construction projects. Attends meetings, campus site visits, Initial Response Team (IRT) meetings and all other meeting and/or conference as required by Director of Inspections and Quality Assurance-Campus Building Official. Assists Director of Inspections and Quality Assurance-Campus Building Official, with obtaining consultant firms for augmented inspection and plan review services, using accepted and conforming UC Riverside RFQ and RFP processes. Acts in the capacity of deputy to the Director of Inspections and Quality Assurance- Campus Building Official, in his absence from the office. Conducts both plan reviews and onsite inspections, if needed, to ensure compliance with all pertinent codes and regulations. Maintains required certifications and membership in plan review and inspection trade association(s) for the purpose of ensuring continuity of interpretations of applicable codes. Must obtain and maintain certification as International Code Council, California Building Plans Examiner.

Minimum Requirements
Advanced knowledge/skills in providing plan review services on complex improvement projects as well as code applications for replacement, repairs and upgrades of facilities.
Advanced organizational and analytical skills, including skill in problem recognition, avoidance and resolution.
Advanced knowledge of California Building Codes, Cal OSHA, and the campus, medical center or University Construction Design Standards.
Advanced knowledge of the campus, including its infrastructure and applicable rules, regulations, policies and practices.
Advanced verbal and interpersonal communications skills including skill to work effectively with a variety of constituents at all organizational levels.
Advanced knowledge/skills in coordinating and providing comprehensive plan review services and activities for all campus projects including the most complex new building and improvement projects; renovations, replacement, repairs and upgrades of existing campus equipment, buildings, facilities; infrastructure renewal and upgrade projects; and, all other campus construction work requiring approval, permit issuance and inspection in accordance with the requirements of the California Building Standards Codes and of the UCR Campus Building Permit Program.
Advanced ability to review, evaluate, advise and discuss strategies for obtaining code compliance and code requirements with Campus Fire Marshal, Project Managers, Capital Planners, Facilities Services staff, Housing and Dining Project Managers and staff, and other campus staff involved with campus construction.
Advanced verbal and interpersonal communications skills including skill to work effectively with a variety of constituents.
Advanced knowledge in technology for computers and other electronic media to complete project documentation of all plan reviews and any inspections performed, project progress, and equipment accounting and digital photography of the work in progress. Knowledge of the process of electronic plan review is preferred for the incumbent as UC Riverside is now reviewing and processing Construction Documents including plans, details, specifications and other documents in electronic format.
Advanced knowledge and skill in utilizing Adobe Acrobat DC, Bluebeam Revu, Microsoft Office Suite, UC Riverside Campus Building Permit Program, UC Riverside Website tools, and other computer software used in the Inspection and Quality Assurance Office.
Advanced knowledge of California Building Standards Codes (California Codes of Regulations-Title 24), the Americans with Disabilities Act (ADA) UC Policies, UCOP Facilities Manual, and the UC Riverside Campus Construction Standards.

Preferred Qualifications
Advanced skills in reviewing, evaluating and advising project management on project completeness as applied to application for progress payments submitted by contractors.

Advanced ability and skill to quickly change work priorities on short notice, and to competently work on various issues concurrently in a resolute manner.
