PROPOSAL DEVELOPER & FINANCIAL SPECIALIST

The Institute for Sustainability, Energy and Environment, http://sustainability.illinois.edu/, at the University of Illinois at Urbana-Champaign is seeking a PROPOSAL DEVELOPER & FINANCIAL SPECIALIST to provide leadership in the area of proposal development and financial management for award life cycle within the Institute for Sustainability, Energy, and Environment, as well as collaborative research efforts.

Major Duties & Responsibilities:

  • Assist faculty and principal investigators (PIs) with the management of research projects and accounts throughout the whole life cycle of the award, with a focus on post-award activities.
  • Assist faculty and work with departmental Business office and Human Resources office to coordinate various post-award activities associated with purchases, employee salaries, reimbursements, and other charges on sponsored research projects.
  • Monitor and reconcile grant expenses for appropriateness, integrity, and accuracy of all financial transactions.
  • Serve as liaison with the University Sponsored Programs Administration (SPA) during pre-and post-award periods.
  • Record and maintain data on proposal submissions and track annual numbers and funding amount requested and awarded.
  • Prepare monthly, quarterly projections for all units' research accounts and share with the faculty and PIs.
  • Process various transfers at the request of the PI, including labor redistributions and journal vouchers.
  • Review and approve purchasing transactions and reimbursements for allowability on projects and compliance with OBFS policy, including approving TEM and P-card transactions, iBuy orders, and invoice vouchers in Banner related to grant funds.
  • Analyze funding announcement objectives and ensure they are addressed in the proposal process.
  • Plan and draft non-technical sections of proposals, as well as edit drafts produced by others.
  • Develop budgets and budget justifications.
  • Write and edit a variety of comprehensive narrative and budgetary justification for stylistic consistency according to sponsor requirements.
  • Maintain continuity of writing style among different writers and throughout the material.
  • Design and maintain various standard and ad hoc spreadsheets and financial reports to manage sponsored research project funds for school administration, faculty, and PIs.
  • Follow up on pending agreements and work with SPA to ensure finalization and funded project accounts are established in a timely manner. Request and monitor anticipation accounts, subaward agreements, no cost and other contract extensions as necessary.
  • Complete sponsored project closeout reviews and work with the SPA to close completed project accounts in a timely manner.
  • Oversee the semi-annual principal investigator expenditure confirmation process.
  • Assist with the preparation of materials for audit purposes and in response to audit findings.
  • Serve as liaison to post award SPA office.
  • Perform other duties as assigned.


Position Requirements and Qualifications:

Education - Required: Bachelor's degree in accounting or financial management. Alternate degree fields will be considered / accepted depending on depth and nature of experience as it relates to this position.

Experience - Required: Three years' experience preparing and/or submitting several grant proposals to funding agencies. Experience facilitating collaborations between multi-disciplinary/diverse sets of professionals. Experience tracking expenses and forecasting. Experience writing/editing and proofreading a variety of technical materials.

Preferred: Five years of experience submitting grant proposals to funding agencies in excess of $1,000,000; knowledge and/or experience with federal, state, local, international, corporate and non-profit funding agencies of interest to the mission of the Institute; experience in working in collaborative project-based settings. Experience in interpreting and applying various funding agencies' technical requirements and procedures. Experience in interpreting and complying with university, federal and state statutes or regulations and policies.

Training, Licenses or Certifications - Preferred: Completion or current enrollment in University of Illinois Certified Research Administrator program (SPaRC'Ed).

Knowledge Requirements - Required: Working knowledge of Microsoft Office applications and Adobe Professional suite of products. Must have a broad knowledge of scientific principles. Must possess the ability to work independently and take initiative when needed. Write precise, well-organized, and grammatically correct documents. Ability to accurately analyze information and numerical data and make strategic decisions having cross-organizational impacts while serving as a technical resource for project teams and for other departments. Ability to work collaboratively and cross-functionally with internal and external parties. Excellent communication skills including written and verbal, as well as effective public outreach techniques. Qualified applicants must be proactive and self-motivated, must have the ability to handle multiple assignments, and should be capable of working well with a wide variety of constituencies. Must be able to work effectively under the pressure of deadlines; excellent attention to detail.

Preferred: A working knowledge of campus online systems (all Banner financial systems, EDDIE, document direct reporting system, University Payables, P-card, TEM, myResearch, My-UI-Financials, as well as research.gov and grants.gov sponsor systems).

Proposed start date: As soon as possible.

Salary: Commensurate with qualifications and experience.

Appointment Status: Full-time academic professional appointment. Qualified individuals will be eligible to receive vacation, sick, and personal leave; retirement through the State Universities Retirement System; and group health, dental, vision and life insurance.
