Primary Function of Organization Unit: The North Carolina Clean Energy Technology Center (NCCETC), at N.C. State University advances a sustainable energy economy by educating, demonstrating and providing research and technical support for clean energy technologies, practices, and policies. This mission is accomplished through work in the following major program areas; Renewable Energy, Clean Power & Energy Efficiency, Clean Transportation, Green Building, Economic Development, Energy Policy, Workforce Development and Education & Outreach. Essential Job Duties: The Center Associate Director (CAD) is the critical partner to the Executive Director in the administration of the Center. The position leads all financial and contract management functions of the Center, overseeing NCCETC staff and relationships relevant to the College of Engineering staff, including oversight of all PI's managing contracts and grants within the Center and signing authority for all financial and contractual functions of the Center. The CAD provides strategic business operations management and direction to Center staff and leadership, especially for fee-for-service business model projects as they evolve within the Center. This includes serving as primary liaison to NC State University's Office of Technology Commercialization and New Ventures, the College of Engineering Business Offices, Sponsored Services and Regulatory Compliance Services (SPARCS), the University Controller's Office and Legal Affairs Offices and others. The Position consults regularly with program areas on financial management and development strategies and also will implement tactics that support these initiatives. Primary duties will include, but are not limited to: Financial Management * Demonstrated proficiency in navigating, extracting and correctly interpreting critical information from enterprise financial management systems. This includes generation of customized reports and compilation of financial data from multiple financial system modules; * High aptitude in reading comprehension of statements, documents and other financial information from all sources internal and external to NCSU, including but not limited to budgets, revenues forecasts, transaction histories, specialized cost analysis reports and other advanced accounting rules (such as modified cost basis for application indirect and cost share); * Ability to utilize first two skills, in addition to strategic management capabilities, to ensure the Center's solvency, compliance with Federal, State, University and College level rules and regulations; completion of work as required within the allocated funding; continuity of staff and Center resources; compliance of special requirements for foundations, sponsored grants and appropriated receipts and trusts; * Ability to generate customized financial and progress reports to the College, the University, the State and the Federal Sponsors as needed in format and frequency by each entity; and * Efficiency in communicating difficult accounting and financial concepts to staff; internal NCSU clients and external partners. Contract and Grants Management * Proficiency in grant pre and post awards including cost sharing, salary redistributions, close outs and deadlines; * High expertise in directing the staff in strategic and financial planning as both the departmental and programmatic levels and supervise program managers in the compliance and fulfillment of their state, federal and private contracts-especially in situations where multiple variables weigh in towards success; * Sufficiently high legal aptitude to work with University General Counsel and technology Transfer Office to review and construct contract language for new products and services; * Ability to negotiate terms and conditions for new contracts, including facilities and administrative rate agreements, cost share, as well as intellectual property rights, reporting requirements and deliverables; * Proficiency in preparing budget forecasts and cash flow pro-forma for projects in clients contract negotiations, product pricing and optimization budget allocation; and * Expertise in preparing full package documentations throughout the lifecycle of the contract or grant, mainly proposal, reporting and closeout using PINS, RADAR, TEARS, and People Soft financials for salary redistributions. Operations Management * Manage internal staff meetings and other functions in the absence of the Executive Director. Lead discussion of financial, contracts, and administrative issues at all staff and senior staff meetings; and * Daily office and building administrative oversight, including tracking center property and fixed assets, managing equipment and property surplus process, serving as liaison to university facilities, IT and telecommunications offices. Human Resources * Serving on Hiring Committees and Performance Review committees for key staff positions; * Serving as primary manager for HR issues relating to temporary staff; * Coordinating TEARS reporting and serving as liaison to staff on issues relating to financials for salary redistributions; and * Serving as backup to the Executive Director for PeopleAdmin and other HR administrative systems. About the Center's Management Team * The Center's Management Team, consisting of the Executive Director, the Center Associate Director, and the Assistant Director for Technical Services, works with other senior team members to provide strategic direction to staff and to oversee the administrative and programmatic activities across all of the Center's programs and functions. The team is responsible for overall center strategy and direction, financial and contract management, business operations, human resources, office management, fundraising, internal NCSU university systems and intergovernmental relationships.

Minimum Education/Experience: * Master's degree or Bachelor's degree plus equivalent professional training and experience in related field; and * Must have minimum of 5+ years of relevant experience.

Department Required Skills: * High degree of motivation, initiative and reliability; ability to work both as part of a team and independently with significant initiative on defined tasks and projects; * Creative thinking skills to develop new ideas * Excellent written and oral communication skills relative to co-workers, college and university staff, and external clients; * Project management experience and excellent analytical and organization skills; * Knowledge of accounting principles, budgetary planning, forecasting; * Computer proficiency required including working knowledge of university financial and payroll systems (PeopleSoft and Wolfpack Reporting System), Microsoft Office Suite, and Google applications (Gmail, Drive, Docs, Calendar); * Substantial experience with managing state- and/or federal-funded grant project management and compliance practices; and * Experience in managing a departmental budget within a large organization.

Preferred Experience, Skills, Training/Education: * Prefer 5 years of accounting experience with extensive financial and human resource experience at NC State; * Prefer highly skilled and experienced with NC State University grant pre- and post-awards processes, PINS, RADAR, TEARS, salary redistributions and PeopleSoft Financials; * Knowledge and experience with interpreting State and University policies and regulations; * Previous experience working in academia, industry and/or Non-Governmental Organizations (NGO's); * Experience serving on a leadership team and making strategic recommendations to leadership; * Experience with database management; and * Grant writing and marketing experience are a plus.
