Overview

Reporting to the Director of Procurement, the Senior Procurement Specialist is responsible for monitoring the acquisition management system for compliance to the laws and regulations relating to applicable sections of the Prime Contract, for adherence to the internal policies and procedures of the Division, and for assuring the execution of sound business practices are followed. In addition, the Senior Procurement Compliance Specialist will support the Procurement Division by providing training, compliance guidance, audit, and procurement strategies.

Responsibilities

Delivers compliance strategies and training as it relates to the Federal Acquisition Regulations, the Department of Energy Acquisition Regulations, and Public Laws.

Provides guidance in the development, training, and management and maintenance of Procurement procedures.

Monitors PPPL's acquisition management system for compliance to the laws and regulations relating to applicable sections of the Prime Contract, for adherence to the internal policies and procedures of the Division, which involves:
  • Reviewing regulatory updates from the Department of Energy (DOE) and implementing revisions to the existing body of operational guidelines, policies, and procedures;
  • Analyzing new and/or revisions received from various sources (i.e., internal procedures, DOE Acquisition Guide, etc.) to determine if they are applicable to the operations of the Procurement Division and update appropriate reference material accordingly;
  • Identifying gaps, training opportunities and process improvements;
  • Developing and executing action plans to bring the Division into compliance with new regulations and operating guidelines, which involves identifying areas that are not in compliance, assessing the impact of new regulatory requirements, rewriting the specific operating guidelines and procedures to achieve compliance, presenting proposed changes to the Procurement Director for review and comment, and presenting changes to DOE PSO Contracting Officer for final approval; and
  • Performing audit tests to demonstrate adherence to policies and regulatory requirements.

Develops and delivers the content of training sessions designed to implement approved changes to the existing procurement guidelines and procedures.

Maintains procurement process documentation comprising the Procurement Policy and Procedures Manual (PPPM), subcontract templates, procurement forms and templates.

Develops compliance metrics and benchmarks. Prepares weekly management report to include metric/KPI reporting.

Reviews solicitations and awards for compliance to existing laws, guidelines, and operating procedures, which involves interpreting relevant laws, guidelines, and operating procedures, as needed.

Acts as liaison with DOE PSO Contracting Officer to promote and facilitate the exchange of information on operational efficiency and compliance with existing governmental laws and regulations.

Supports Special Projects, as assigned, and delivers process improvements.

Qualifications

Required Skills:
  • BS/BA degree in Business Administration or related field and significant experience performing duties similar to those listed above
  • Experience in auditing procurement files for compliance
  • Demonstrated experience in interpreting and applying compliance requirements, preferably gained through experience with government contracting regulations
  • In-depth knowledge of contract types such as cost-plus, fixed-price, cost reimbursable, the Service Contract Act (SCA) and other special provisions and clauses
  • Demonstrated experience supporting complex procurement compliance issues
  • Knowledge and experience with the Federal Acquisition Regulations (FAR) and Department of Energy Acquisition Regulations (DEAR)
  • Knowledge and understanding of a broad range of procurement contracts, solicitations, evaluation methodologies employed under a federally approved purchasing system
  • Experience providing staff training in compliance
  • Experience in developing and documenting procurement actions, compliance reviews and corrective action plans
  • Demonstrated experience preparing, managing and delivering periodic reports and progress updates to a broad range of stakeholders and senior management
  • Experience developing compliance metrics to support federal regulatory requirements
  • Excellent verbal/written communication skills to effectively accomplish the duties and tasks of the position
  • Ability to work collaboratively with a wide variety of stakeholders and across functions


Desired Skills:
  • Experience in a procurement system within a university/research environment or Government Owned Contractor Operation systems, preferably within the DOE complex
  • Master's degree in Business Administration or related field
  • Ability to analyze emerging regulatory changes affecting procurement activities and determine impact to compliance actions
  • Experience as Subcontracts Compliance Specialist or government Contracting Officer
  • Professional contracts or procurement related certification(s)
  • Principles and practice of training
