Director of Human Resources
DEPARTMENT/DIVISION: Human Resources Department/Administrative Services Division
RESPONSIBILITIES: Reporting to the Vice President and Dean of Administrative Services (CFO/COO) and with a dotted line reporting to the President, the Director of Human Resources will serve as the chief human resources officer of the college and strategic partner to the campus leadership, ensuring compliance with county, federal and state regulations and SUNY policy and procedures. The director will provide leadership in the development of campus-wide policy and procedures relating to human resources (HR) functions. The director will also be responsible for the administration of multiple union contracts and oversight of all human resources staff and functions including but not limited to talent acquisition and management, onboarding, employee engagement, benefits administration, classification and compensation, HRMS administration and development, performance management systems, labor and employee relations, and training & professional development. Additional responsibilities include:
Provide senior leadership and line management for the College’s HR operation. Articulates the mission, objectives and programs of the Human Resources office, and works closely with the President and senior officers on policy matters and critical personnel issues. Provide strategic direction on the development of effective staffing, training, compensation, and benefit programs that are integrated with the College’s mission and goals. Work with various campus stakeholders to ensure awareness of and equity and consistency in application of all Westchester County, SUNY, and college policies HR policies, procedures, rules, guidelines, etc. Facilitate strategic human resources planning in order to provide the College with the best workforce talent available to achieve its strategic objectives and position the College as a well-respected employer of choice. Work collaboratively with County Human Resources to accurately assign employee job classification and reclassification. Work collaboratively with hiring supervisors, Deans, Cabinet members, and the Chief Diversity Officer to develop strategies that increase employee diversity. Cost-effectively manage multi-million dollar benefit programs for 500+ college employees including health, dental, vision, flexible spending, workers compensation, unemployment, tuition reimbursement, pensions/tax deferred annuities, voluntary programs (AFLAC, long-term disability, for example). Administer the annual open enrollment process. Responsible for contract administration with CSEA, WCCFT and NYSNA bargaining units. Participate on the collective bargaining team on behalf of administration. Meet with and provide guidance to supervisors to resolve employee performance and conduct issues. Communicate with senior level administration regarding interpretation, clarification, and deficiencies in contract language. Oversee completion of all college employee, position, and time and leave transactions in the college HRMS system in an accurate and timely manner. Provide oversight for proper and timely data flow between Westchester County HR and the college. Facilitate response to annual Westchester County HR Payroll Certification audit. Serve as college liaison to County Attorney’s office regarding legal issues related to employees/employment. Ensure compliance with all laws affecting employees/employment including, but not limited to, the Americans with Disabilities Act, the Fair Labor Standards Act, the Equal Pay Act, the Family and Medical Leave Act, Title VII of the Civil Rights Act, Immigration Reform and Control Act as well as negotiated collective bargaining agreements; and college policies. All other duties, as assigned. REQUIRED QUALIFICATIONS: The successful candidate must possess a minimum of a Bachelor’s degree and five years of personnel management experience. Thorough knowledge of the human resources field, state and federal laws and regulations regarding employment, wage and hour, leaves, etc. required (e.g. ADA, EEO, FMLA, FLSA, and ACA, etc.). Knowledge of compensation and job evaluation methods, recruitment strategies and techniques, statistics, performance evaluation methods, and employee counseling and conflict resolution methods also required. Specific ability-based competencies required, including the ability to adapt to changing work priorities, communication & relationship management with diverse individuals & groups, working with detailed information/data, business acumen, leadership & navigation, ethical practice, and consultation. Flexibility is required to independently work with and analyze data utilizing defined processes. Independent problem solving is required to analyze issues and create action plans. Must be highly skilled in the use of computers and technology.
PREFERRED QUALIFICATIONS: SHRM or HRCI certification (e.g. SHRM-CP, SHRM-SCP, PHR, SPHR, GPHR, etc.) strongly preferred.

SALARY & BENEFITS: The starting salary is $93,428 plus excellent benefits, including comprehensive health coverage, a choice of defined benefit or defined contribution pension plan, generous leave benefits, and access to tax shelter annuities and a deferred compensation plan.
