North Central Texas College is accepting applications for a Director of Title IX and Equity:  Gainesville, Texas; Full-Time, Benefits Eligible


The Director of Title IX  and Equity plays a critical role in the development, implementation, and monitoring of meaningful efforts to comply with Title IX legislation, regulation and case law, further ensuring that NCTC students, personnel, and community are free from harassment, sexual violence, sexual misconduct and gender discrimination. 

To accomplish this directive, the Director Title IX and Equity is responsible for the oversight of NCTC’s Title IX Compliance obligations, including but not limited to: oversight of all student and employee Title IX complaints and investigations; coordination with Deputy Title IX Coordinators on all investigations; monitoring of complaint proceedings; issuance of Title IX case findings; providing training and education to faculty and staff for matters concerning Title IX; communicates Title IX issues as appropriate with law enforcement personnel and ensures that complaints are handled appropriately; train, educate and regularly communicate with college-appointed Title IX deputy coordinators, investigators, and advocates. 

The director works with NCTC leadership to promote equity and inclusion through policies, programs, professional development and best practices aimed at our students and communities, furthering cultural awareness and fostering inclusion among diverse populations.  Leads the development of the college’s student equity programs and activities, including strategies for proactive collaboration with faculty, staff and students to develop high impact programs and support systems to encourage enrollment, inclusion and retention of all student populations.  The position serves as a leader throughout the college to improve the state of equity at NCTC. 



Bachelor’s degree from an accredited college or university.


Juris Doctorate; or Master’s degree in Higher Education, Social Work, Psychology, Human Resources, Student Affairs, or related field preferred.

Required Experience:

Minimum three years of professional experience in Title IX compliance and anti-discrimination laws.  Experience investigating allegations of sexual misconduct; experience working with victims of sexual misconduct.

Required Skills & Abilities:

  • Direct knowledge of and ability to read and interpret Title IX legislation, regulation, and case law.
  • Knowledge of the Violence Against Women’s Act (VAWA), Campus SaVE Act, and other related federal and state laws. 
  • Knowledge of best practices in Title IX compliance, including staff structure, investigations, and dispositions.
  • Knowledge of due process.
  • Ability to effectively apply conflict resolution skills.
  • Ability to develop, implement and successfully carry out diversity and equity initiatives.
  • Experience developing and delivering training programs to a wide variety of audiences.  This shall include in-person and online training platforms.
  • Ability to work professionally and maintain productive relationships with a diverse population of departments and individuals.
  • Exceptional leadership and organizations skills.
  • Exceptional verbal, interpersonal and writing skills.

Responsibilities & Duties:

  • Coordinates Title IX efforts, including the development, implementation, and monitoring of appropriate disclosures, policies, procedures and practices designed to comply with federal and state legislation, regulation, and case law requiring the prompt, effective, and equitable investigations and resolution of all complaints pursuant to Title IX.
  • Stay current with regard to the regulations and statute relating to gender-based violence including, but not limited to, Title IX and VAWA through individual research, collaboration with internal and external Title IX experts and resources.  Attend related conferences and communicate with federal government compliance or investigation officers on behalf of NCTC.
  • Provides leadership, direction and supervision for all activities and personnel of the campus Title IX program, including consulting with relevant policy-making bodies and senior personnel for the purpose of advising, clarifying, and identifying necessary actions to eliminate harassment, sexual violence, sexual misconduct and gender discrimination in educational programs and activities.
  • Coordinate with Deputy Title IX Coordinators on all investigations, monitoring complaint proceedings.  Report findings involving employees to the Director of Human Resources for review and / or appropriate action; report findings involving students to the Dean of Students for review and / or appropriate action. 
  • Develops, implements and coordinates campus-based primary and ongoing strategic efforts aimed at the prevention of sexual violence and other forms of sex and/or gender-based discrimination.
  • Develops, maintains and implements college policies, procedures, and processes for Title IX compliance, investigations, and resolutions and acts as the primary liaison with college leadership, internal and external stakeholders, internal and external law enforcement, and the college community as it pertains to the Title IX program.
  • Develops and disseminates educational materials, including brochures, posters, and web-based materials that inform members of the college community (students, faculty, administers, staff, parents and college community) of Title IX rights, responsibilities and resources both within and external to college premises.
  • Oversees prompt, effective, and equitable intake, investigation, processing, issuing of findings of fact, and timely resolution of all instances of harassment, sexual violence, sexual misconduct and gender discrimination made known to responsible employees and/or reported or filed by students, faculty, employees, third parties, or by members of the broader community. 
  • Identify appropriate resources available to faculty, staff, and students for additional support during investigations.
  • Provide leadership to the NCTC Title IX Task force.
  • Responds to inquiries from employees, students, parents, and college community members about options for initiating complaints alleging violation of Title IX; refers inquiries that are not appropriate for Title IX investigation to the appropriate department for review.
  • Report findings involving employees to the Director of Human Resources for review and / or appropriate action; report findings involving students to the Dean of Students for review and / or appropriate action.
  • Develops and implements an investigation plan for each reported Title IX complaint to include: determining whether the report constitutes a violation of Title IX, appointing an investigative team, ensuring that reports and complaints are handled properly and in a timely manner, informing parties regarding the grievance process, notifying all parties of the grievance decisions and the procedures for appeals if applicable, maintaining records in a secure manner, and monitoring compliance in accordance to grievance timeline.
  • Ensures investigators, deputy coordinators, advocates, and those involved with the Title IX complaint process are adequately trained in compliance with Title IX guidance.
  • Coordinates/implements training for responsible employees and Title IX personnel.
  • Conducts annual review of Title IX policies and procedures and updates as necessary; communicates updates to appropriate employees involved in the Title IX complaint process, as well as NCTC students, employees and community members.
  • Adhere to the highest form of confidentiality possible concerning Title IX investigations.  Communicate the importance of confidentiality to those involved with NCTC’s Title IX process.
  • Develop and / or support development of campus climate surveys.
  • Prepare the annual statistical report on the number, nature, and disposition of complaints, identifying patterns, and provide recommendations to college leadership.
  • Identify key areas of improvement in regard to equity and inclusion.  Work with college leadership to create specific, measurable equity goals for NCTC, and action plans to meet such goals.
  • Collaborate with faculty, staff and students to develop programs and support systems to encouragement enrollment, inclusion and retention of diverse student populations, ultimately leading to greater student success.
  • Develop training programs or workshops for diverse populations about cultural competencies.
  • Directs and participates in student equity activities, including resources, services, and staff development, effective personnel management, and best practices to support equity and inclusion in the college’s learning communities.
  • Provides regular communication, documentation and data with college leadership as to the success of equity and inclusion initiatives.

     Pay grade 113. Subject to criminal background check.  Must be willing to travel to other NCTC campuses and throughout the NCTC service area – Cooke, Montague and Denton Counties.
