Vice Chancellor for Human Resources
The State University of New York is searching for a Vice Chancellor for Human Resources located at the System headquarters in Albany, New York. The Vice Chancellor will report to the Senior Vice Chancellor for Executive Leadership and Employee Development in carrying out the duties of the chief human resources officer for the State University of New York (SUNY). With 64 college and university campuses located within 30 miles of every home, school, and business in the state, SUNY is the nation’s largest comprehensive system of public higher education. It serves more than 1.3 million students annually, employs more than 90,000 faculty and staff, and connects more than 3 million alumni around the world.
The Vice Chancellor will be responsible for the development and execution of organization-wide human resource strategies to advance and support the University’s mission. The Vice Chancellor will provide vision and leadership to the University in all areas of Human Resources Management within System Administration and in partnership with 64 SUNY campuses, each of whom have their own unique needs and their own internal Chief Human Resources Officer.
The Vice Chancellor will lead a customer-service focused human resources organization consisting of 18 employees divided into three functional operations: The Office of University-wide Human Resources, the Office of University-wide Benefits; and the System Office of Human Resources, which are collectively responsible for providing human resources functions and support to all 64 campuses and system administration directly.
- Plans, develops, and directs the University’s human resources function as a strategic leader with a focus on providing guidance and assistance on high-level human resources issues at System Administration and as part of a 64-campus system.
- Works collaboratively and effectively with System and campus leadership in a system with a strong culture of shared governance.
- Provides leadership in the development and interpretation of University-wide human resources policies, practices and procedures. Regularly reviews and recommends improvements to existing policies, procedures and practices.
- Develops executive compensation policies and provides information and data where necessary on all University human resources issues to the Chancellor, Executive Leadership, and the Board of Trustees.
- Develops and implements a program for university-wide training and employee development, focusing on organizational needs related to human talent.
- Provides direct supervision of the staff, budget, and operations of the System Administration HR Office, University-wide Benefits Office and University-wide HR Office.
- Maintains a knowledge of HR industry trends, pending legislation and regulatory changes, and provides guidance to System Administration leadership and the SUNY campus human resources community.
- Analyzes, interprets and ensures compliance with federal and state law and all related regulations and policies.
- Provides leadership in promoting system-wide excellence in diversity, inclusiveness, and respect in collaboration with the Office of Diversity, Equity and Inclusion and other system offices.
- Cultivates and maintains effective and strategic positive relationships with campus colleagues, stakeholders, and vendors.
- Serves on the executive committee of the SUNY Human Resources Association.
Required Education and Experience:
A Master’s degree from an accredited college/university in human resources management or a relevant related degree is required. A minimum of 10 years of progressive human resources experience with at least 5 years at the executive or senior level is required, with experience at an educational institution or higher education system strongly preferred.
The ideal candidate must have strong strategic planning and interpersonal skills with demonstrated ability to manage, inspire, and collaboratively lead a team of dedicated professionals in a customer service-oriented environment; excellent written and oral communication skills; experience in the art of diplomacy; and demonstrated success creating and maintaining a workplace that supports, values, and respects diversity, equity and inclusive excellence.
