Department Summary

The Office of the Vice President for Research and Innovation (OVPRI) promotes excellence in research at the University of Oregon. Research, both basic and applied, is fundamental to the mission of the University and is essential to Oregon’s economic and civic vitality. The office is committed to enhancing these efforts by providing administrative and financial support for sponsored programs, including identification of funding opportunities, proposal submission, research compliance, and contracts and grant administration.

The office supports interdisciplinary research centers and essential core facilities and emboldens innovation and economic development through strategic partnering and technology transfer initiatives. The UO has a long tradition of interdisciplinary research that continues through the production of new knowledge and innovative solutions to society’s grand challenges

Position summary:

The Assistant VP for Research Integrity will serve as the strategic leader for research compliance and integrity including including overseeing Research Compliance Services, Animal Welfare Services, acting as the Research Integrity Office, and engaging in other research compliance and integrity functions.  This position will also include oversight and management of other research operations.

The incumbent in this position provides the overall guidance and direction to support the development, implementation and enforcement of plans, policies, procedures, systems, programs and performance standards associated with compliance. Responsibilities include developing, implementing, and evaluating short and long-range compliance goals and objectives.  The incumbent participates in the development of and directs the execution of strategic plans of the University and the Research Office related to compliance. The position involves supervising directors and managers in research compliance and operations, and actively supports their professional development. This reports to the Sr Associate Vice President for Research and Innovation/Institutional Official.

Specific duties

Strategic leadership (20%)

  • Provide strategic vision and direction for the Office of Research Integrity.
  • Identify gaps in the UO research integrity landscape and design and execute plans to address those gaps in close coordination with the OVPRI, key stakeholders across campus, and subunits in Office of Research Integrity
  • Engage at the national level with professional organizations for both professional development and to promote the University’s national presence.
  • Accommodate and respond to shifting priorities and multiple, demanding projects in a manner that is effective and efficient.
  • Work as part of the OVPRI leadership team to design and implement an overall strategy for promoting major research initiatives within the University
  • Structure the operational units within the Research Office to best serve faculty needs within the research realm.
  • Recruit, retain, and work strategically with diverse faculty and staff within the Research Office and across the University.
  • Facilitate a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.

Compliance program management oversight (35%)

  • Be responsible for the fiscal and procedural oversight of the Office of Research Integrity. Maintain current knowledge of with Federal and State regulations and the University’s policies and procedures relevant to Office of Research Integrity.
  • Suggest, develop, revise, and implement research policies. Oversee, manage, and revise with staff the policies and standards operating procedures associated with research compliance.
  • Periodically review research compliance and administrative policies to keep policies current and functional in an evolving compliance environment.
  • Identify areas where administrative burden can be decreased and procedures and protocols streamlined, while maintaining adherence to all relevant rules and regulations, and develop and implement strategies to facilitate change.
  • Focus on continuous improvement in serving faculty and ethical conduct of research while reducing administrative burden and minimizing risk of non-compliance.
  • Manage and diffuse potential conflicts between faculty and the compliance committees and staff.
  • Serve as the Research Integrity Officer (RIO).
  • Act as Export Control Officer.
  • Act as Chair of Conflict of Interest in Research Committee. Coordinate
  • Act as OVPRI liaison to Safety and Risk Services, Museum of Natural and Cultural History, and other units on campus on research integrity/compliance matters.
  • Participate as needed on university committees associated with research compliance, such as ad hoc working groups of the Strategic Enterprise Risk Management Committee
  • Oversee and direct the implementation of the conversion to an electronic platform for research compliance. Ensure that the development process is inclusive, services oriented, and well tested prior to launch and that there are plans for continuous improvements.
  • Oversee the development and maintenance of an integrated research integrity web site that provides users with consistent, clear, and easy-to-find information regarding all facets of research integrity.
  • Develop, track, and act on performance metrics for research compliance functions.
  • Work with relevant staff to identify and recruit membership for the IRB, IACUC, LSAC, IBC, and RCS committees.

Supervision (20%)

  • Oversee research compliance units including Animal Welfare Services and Research Compliance Services.These units oversee animal welfare, human subjects, research integrity, responsible conduct of research, human subjects, research misconduct, financial conflict of interest, and conflict of commitment.
  • Supervise directors of Research Compliance Services and Animal Welfare Services, including regular meetings to discuss issues and major tasks, conducting performance evaluation and etc.
  • Oversee or coordinate closely with HIPPA Privacy Officer
  • Plan, assign and approve work of staff within the Office of Research Integrity.
  • Prepare and sign performance appraisals/reviews, disciplines and rewards, respond to grievances, and hire or terminate staff within the Office of Research Integrity.

Other Research Administration Activities (25%)


  • Engage and manage other research administration activities, depending the particular skills of the incumbent and needs of the OVPRI, likely including supervising additional staff and/or units in the OVPRI. These will likely include oversight of the animal core facilities.
  • Interface with the Knight Campus, Schools and Colleges on issues related to compliance
  • Other duties, including special projects, as assigned.

Minimum qualifications

  • Advanced degree in a relevant field
  • Minimum of five years of experience of demonstrated progressive responsibilities in the area of regulatory compliance
  • Three or more years experience as a supervisor
  • Two or more years experience as a program, department, or institute director
  • Demonstrated experience with project management, organizational development, and/or policy and procedure development.

Professional competencies

  • Demonstrated success in working with regulatory governmental agencies, accreditation, or other oversight organizations.
  • Demonstrated ability to effectively manage multiple projects and demands, as well as a changing landscape of regulations and priorities.
  • Demonstrated supervisory and budgetary experience and managerial accomplishments.
  • Demonstrated high level of professional conduct and integrity in all circumstances
  • Experience with academic/corporate review boards implementing rules and regulations pertaining to human subjects, animal subjects, conflict of interest, export controls or biosafety.
  • Excellent professional written and oral communication.
  • Strong demonstration of a service-oriented perspective and approach.
  • Demonstrated ability to sustain a culture of integrity and compliance.
  • Demonstrated ability to identify and analyze complex compliance issues and risks.
  • Creative, collaborative and strategic thinking skills

  • Demonstrated success in working in a regulatory environment

Preferred qualifications

  • Ph.D., J.D., or other terminal degree relevant to the position.
  • In-depth understanding and experience with federal, other government, accreditation, and oversight bodies’ and their regulations in the areas of human subjects, animal subjects, conflict of interest, responsible conduct of research, research misconduct, export control and international compliance and familiarity with regulations in biosafety, lab safety, and radiation safety.
  • Experience with electronic research administration as it relates to compliance.
  • Experience with training, outreach and engagement, especially with faculty and student populations.
