Position Summary

The Associate Vice President for Civil Rights and Title IX Education and Compliance (“AVP”) will report to the President of the university and provide senior leadership in the development of a comprehensive and dynamic approach to civil rights issues and Relationship Violence and Sexual Misconduct (RVSM) policies. The AVP will be responsible for the oversight of institutional equity compliance, including Title IX and ADA/Section 504 compliance, as well as relationship violence and sexual misconduct prevention, outreach, and education for the university.  This includes oversight of the Office of Institutional Equity and Title IX Prevention, Outreach, and Education office.  The AVP also serves as the University’s Title IX Coordinator.

Position Summary

  • Oversee and provide leadership for the implementation, administration, and monitoring of Michigan State University’s compliance with civil rights laws, including Title IX and ADA/Section 504, and related university policies.  Provide oversight to assure that complaints are handled in a prompt, thorough, and equitable manner.
  • Lead the development and implementation of University policies, procedures, and grievance processes related to civil rights and Title IX that reflect input from the broader campus community.
  • Oversee the university’s Title IX prevention, outreach, and education function to assure development and delivery of effective broad-based and targeted programs consistent with institutional values, applicable civil rights laws, and best practice.  Lead collaborative efforts to develop holistic and strategic plans relating to outreach and education that reflect the unique needs of diverse communities on campus. 
  • Coordinate with key communication partners to develop and execute strategic communication plans related to civil rights and Title IX education and compliance, including internal and external communications, development of resource materials and visual supports, and a comprehensive web presence that effectively communicates useful and accurate information on civil rights and Title IX including university policies, grievance procedures, reporting options, resources, as well as prevention, outreach, and education programs
  • Lead preparation of an annual report summarizing the university’s efforts related to civil rights and Title IX issues including investigation, prevention, outreach, education, and service provision
  • Evaluate the efficiency and effectiveness of MSU’s prevention, outreach and education programs and the OIE investigative process, including staffing levels. 
  • Represent the university by engaging with internal and external audiences including governance groups, the Board of Trustees, the B1G Conference, MASU, news agencies, as well as legislative, legal, and regulatory bodies
  • Monitor the campus climate relating to civil rights concerns to support culture change, legal and regulatory compliance, and facilitate to identification of pressing campus climate concerns and responsive actions.  Convene and lead the Sexual Violence Advisory Committee and Violence Free Communities Committee and work collaboratively with these committees to engage the broader campus community in efforts to monitor the climate and seek community input to drive programmatic improvements. 
  • Collaborate with the MSU Police, MSU Sexual Assault Program, MSU Safe Place, University Physician, Office of General Counsel, Office of Inclusion and Intercultural Initiatives, Provost’s Office, Vice President for Student Affairs and Services, Work Life Office, Residence Education and Hospitality Services, Human Resources, Academic Human Resources, IT Services, the Resource Center for Persons with Disabilities, and other campus partners relating to civil rights and Title IX matters.  Provide counsel and advice to faculty, staff, and administrators on civil rights compliance matters.
  • Supervise the Director of the Office of Institutional Equity; Director of Title IX Prevention, Outreach, and Education; ADA Coordinator; and support staff in the CRTEC office and oversee their professional development and training.  Indirectly supervise the Director the Sexual Assault Program and the Director of MSU Safe Place.  Provide leadership to ensure alignment and consistency between all civil rights and Title IX functions and assess programmatic needs.
  • Lead coordination of the annual training provided to individuals involved in the Title IX grievance procedures, including OIE staff, MSU Police, student conduct panel members, and relevant administrators.
  • Lead efforts to coordinate compliance with MSU’s resolution agreement with the US Department of Education Office for Civil Rights.
  • Provide consultation as need to the OIE Director, ADA Coordinator, Sanction Panels, and Appeal Officers related to investigations, grievances, and appeals as necessary.
  • Maintain proficiency with civil rights laws and new legal developments and evaluate the impact on university policies and procedures.

    Minimum Requirements

    Minimum Qualifications

  • Master’s degree, JD, or other advanced degree and a minimum of 7-10 years of experience at an institution of higher education or an equally complex organization. Demonstrated knowledge and ability to interpret civil rights laws and regulations, including Title IX, the ADA, Section 504 of the
  • Proficiency with the Rehabilitation Act, VAWA, ELCRA, and Title VII. Experience conducting civil rights and Title IX investigations. Demonstrated ability to successfully lead staff and effectively prioritize multiple projects. Excellent written and verbal skills. High integrity and ethical standards. Excellent interpersonal skills with the ability to remain neutral. Ability to build consensus, collaborate and work with broad numbers of, and diverse, campus partners. Excellent work ethic and high level of motivation.
  • In-depth experience working in civil rights compliance in higher education;
