Reporting to the Director of Engineering & Utilities, the Manager of Plant & Utilities will apply professional principles and judgment to oversee the operations, maintenance, and administration of a new highly automated 4MW co-generation facility, older satellite boiler and chiller plants, existing utility distribution systems, energy transfer stations, and campus utility sub-metering programs. This role is responsible for management of the day to day operations, repair and maintenance of these assets driving efficient, reliable, and safe utility production and distribution. The Manager will ensure the very highest standard of environmental compliance by working closely with Tufts EH&S, state and federal authorities. Coordination and effective communication of plant activities with all levels of staff, including Facilities and outsourced staff, Tufts Police, EH&S, Sustainability, and other departments is essential to this role.

Within the portfolio of assets under this Managers supervision is the new Central Energy Plant which is capable of generating revenue in the ISO New England market, managing carbon emissions reduction goals or maximizing thermal efficiencies through an economic dispatch model. The prices of imported electricity, natural gas, and diesel fuel are monitored in real time, as are the campus demands for electricity, steam, hot water and chilled water. The CEP utilizes a predictive analytics & optimization platform to guide the plant operators with when to make decisions on how much electricity to generate on campus and how much to import from National grid. The Manager will work closely with Tufts Energy Supply and Risk Management team to help determine the best strategies and timing for energy sourcing.

The in-house and outsourced staff assigned to this Manager also play an essential role in maximizing the value these assets can offer the University. The Manager will develop and lead this effective team of 3 rd party operators and in-house technicians to mitigate unsafe conditions, eliminate the risk of service interruptions, and ensure a timely response to these of types of events. While some of these plants operations are automated the most important decisions will be made by the Manager and this staff.

Basic Requirements:
  • B.S. degree in Mechanical Engineering and 8 years experience OR an equivalent combination of relevant education and/or experience skills.
  • In addition to the degree requirement or its equivalent, the optimal candidate must have a minimum of 4 years of demonstrated supervisory experience (union/non-union) in the operation and maintenance of a district energy system, power plant, boiler plant and/or large chiller plant.
  • Strong familiarity one or more Computerized Maintenance Management Systems required.
  • Computer literacy and experience working with Microsoft Excel, Word and PowerPoint required.
  • Knowledge of OSHA guidelines, engineering standards and ability to manage compliance with all city, state, and federal regulations.
Preferred Qualifications:
  • Sourcing, reviewing and making daily decisions with gas, electricity and fuel oil supply quotes.
  • Commodity market analysis.
  • OSI PI & SCADA systems.
  • Instrumentation & Controls or Licensed (MA or other) Operations of a CHP, Cogeneration, or Process/Power Plant.
  • Past experience with supervision or management of a CHP, Cogeneration, or Process/Power Plant.
  • Job related experience at an institute of higher education.
  • AFE Certified Professional Supervisor, Certified Plant Maintenance Manager, or Certified Plant Engineer.
  • IBM Maximo and/or Trirega.
  • Certified Energy Manager or Certified Energy Auditor.
  • Knowledge of the ASME, ASTM, Building, Energy, and Plumbing Codes.
  • Experience working with the MassSave Program for Combined Heat & Power Systems.
