Vice President, Finance and Administration

The University of South Dakota is seeking a dynamic, strategic-minded executive to serve as the next Vice President for Finance and Administration.

The Vice President for Finance and Administration (VPFA) will provide strategic direction and operational leadership for all financial and administrative operations of the university in a manner that ensures the protection of and efficient utilization of university resources.

The VPFA reports to and takes direction from the University President and serves as a key strategic advisor to the President and works collaboratively with the executive leadership team and other leaders to assure the successful delivery of services to the University students, staff, faculty and constituencies.

The ideal candidate will be a collaborative team member with impeccable integrity and have significant financial management experience to include a detailed understanding of responsibility centered management practices, accounting, strategic planning, budgeting, forecasting, internal controls and regulatory compliance, human resources, facilities management, university police, and auxiliary business operations. A bachelor's degree in finance, business or a related degree is required; MBA or related degree preferred.

Essential Duties and Responsibilities of the Position:

  • Administers the division in a manner that ensures efficient and effective provision of services within fiscal guidelines. Oversees broad areas of budget and finance; business and auxiliary services; post grant administration; human resources, facilities management, university police and campus auditor.
  • Oversees the budget process, reviewing, editing, and approving all budget requests, fee requests, and operating budgets to ensure accuracy, compliance with governing mandates, and responsiveness to institutional priorities and needs.
  • Develops and implements short and long-range fiscal planning in order to manage financial resources. Conducts financial analyses of institutional obligations and resources by fund source, identifies potential sources of additional revenue, and prioritizes needs.
  • Develops and approves university-wide policies and procedures concerning fiscal, physical, and administrative issues in order to ensure their optimal and responsible use, accountability and compliance with governmental, regental, and professional regulations and standards.
  • Prepares information regarding all financial and administrative matters. Represents the university at committee meetings and meetings of the Board of Regents, state legislature, hearing boards, etc. to ensure that accurate information in conveyed and the university's needs and perspectives are considered. Responds to requests for information in order to aid regental and legislative decision making.
  • Act as a liaison between the University and the Board of Regents on financial and administrative matters.
  • Serve as the principal point of contact between university and off-campus regulatory and law-enforcement agencies.
  • Prepare and execute a university facilities master plan using broad campus participation in keeping with shared governance values of the university.
  • Prepare and execute a human resources master plan using broad campus participation in keeping with shared governance values of the university.
  • Complete special assignments at the request of the President.
  • Coordinate multi-department teams to study and/or evaluate a variety of issues and provide services as needed.
  • Work with the President and other Executive Committee members during the legislative session. Attend and testify at legislative hearings and assist in drafting bills as necessary.
  • Develops funding strategies for capital projects.
  • Fund raising and resource development in collaboration with USD foundation.
