The University of Southern California (USC) has established The Office of Ombuds Services to provide confidential assistance and neutral/impartial dispute resolution. The ombuds are advocates for fairness, who act as a source of information and referral, aid in answering individuals’ questions, and assists in the resolution of concerns and critical situations. While the Office of Ombuds Services will function as an independent unit, they will be supported by the Vice Provost for Campus Wellness and Crisis Intervention. The ideal candidate must possess a minimum of 8 years of extensive experience progressively applying polices, rules and regulations. They must have training similar to that provided by the International Ombudsman Association (IOA) and adhere to the IOA Standards of Practice and Code of Conduct. A high degree of credibility and integrity and the ability to interact effectively with academic and administrative leadership and with staff at all levels, while, at the same time, maintaining her/his independence and objectivity are required for this role. An advanced degree such as Juris Doctor, Master’s degree or a certification in mediation and/or conflict resolution and experience in higher education are strongly preferred.
- Must have a Master’s degree or combined experience/education as substitute for minimum education
- Minimum of 8 years of experience applying polices, rules and regulations
- Must possesses an advanced degree such as Juris Doctor, or a Master’s degree and/or certification in social work, marriage and family therapy, human resources, organizational development, ethics, business administration, or another relevant field
- Must be trained by the International Ombudsman Association and adheres to the IOA Standards of Practice and Code of Conduct
- Must possesses a high degree of credibility and integrity
- Must be able to interact effectively with academic and administrative leadership and with staff at all levels, while, at the same time, maintaining her/his independence and objectivity
- Must have the ability to display a firm commitment to fairness and respect in the workplace, a genuine desire to promote a supportive climate for all members of the University community, sensitivity to cultural and ethnic diversity, and the ability to manage difficult and contentious situations
- Demonstrated mediation, arbitration and/or conflict resolution skills
- Outstanding communication skills and able to communicate effectively, orally and in writing, with individuals at all levels of the organization
- Strong organizational and administrative skills
- Mature judgment and a thorough appreciation of and sensitivity to the academic and research environment of the university
- Actively listens and discusses questions, complaints and concerns with open avenues of communication for in-good-faith reporting. Provides assistance and answers or guides parties to someone who can better appropriately help, whether an on- or off-campus resource. Assists visitors in evaluating options and determining the best or most desirable course of action from their point of view. Conducts informal fact gathering, as appropriate and to better understand an issue, while maintaining expected confidentiality and responsiveness to the reporting party.
- Manages resolution of disputes among multiple parties, acting as a designated, impartial resource. Provides confidential assistance on a broad array of issues, including, but not limited to: authorship/intellectual property disputes, professor/student conflicts, workplace conflicts, discrimination, harassment, sexual misconduct and any other academic, work-related, or living-environment concerns.
- Understands and identifies relevant university policies and procedures, generating creative options to solve problems and mediate conflicts, where appropriate, if all parties to a dispute agree to mediation. Drives collaboration with university divisions including the Office of Equity and Diversity (OED), Office of Conduct, Accountability and Professionalism (OCAP), Human Resources, and the Office of Compliance. Coaches individuals in conflict management strategies while actively learning new methods.
- Recognizes situations and issues that pose potential legal liability, such as discrimination and harassment, and assists all who desire a confidential resource to consult in considering their options. Assists in determining how to handle a situation and whether to pursue a complaint. Provides a safe venue for expressing and discussing concerns as an alternative to formal grievances or investigation processes, and assists in creating systemic solutions.
- Compiles, analyzes and presents reports of statistical data annually. Identifies and analyzes problematic trends or recurring issues and, if possible, recommends systemic changes in policies and procedures to University leadership, including the President, Provost, or executive board, and the Office of Equity and Diversity. Provides an early warning of new areas of organizational concern, and creates and maintains a confidential and anonymous data collection for use in case management and reporting functions.
- Performs other duties as assigned or requested. The university reserves the right to add or change duties at any time.
- Master's Degree OR
- Combined experience/education as substitute for minimum education
- 8 years
Field of Expertise:
- Advanced degree such as Juris Doctor, or a Master’s degree and/or certification in social work, marriage and family therapy, human resources, organizational development, ethics, business administration, or another relevant field.
- Extensive experience progressively applying polices, rules and regulations.
- Trained by the International Ombudsman Association, and adheres to the IOA Standards of Practice and Code of Conduct.
- 10 years of extensive experience progressively applying polices, rules and regulations
- Juris Doctor or Master’s Degree
- Certification in mediation and/or conflict resolution
- Experience in higher education
- Fluency in American Sign Language (ASL) and languages other than English
