The Capital Project Financial Coordinator reports to the Associate Vice President for Capital Planning & Project Management. The Capital Project Financial Coordinator provides primary financial support to all project and construction management personnel located within the office and provides back-up support to the field and administrative requirements on active construction sites on all University Facilities Capital Projects. The Capital Project Financial Coordinator also provides professional assistance to other professionals in the work group on an as-assigned basis. The Capital Project Financial Coordinator is required to be on call or to work off-hours as needed. It is required, unless otherwise instructed, to report to work when the campus is closed or is in a delayed opening or early closure status. The Capital Project Financial Coordinator provides budgetary development of planned projects, financial analysis and transactional support of active projects and evaluation of project expenses in the close-out phase of completed projects. He/she prepares technically sound and accurate reports detailing the projects financial status and exposure at milestone intervals during the life cycle of a project. The Capital Project Financial Coordinator utilizes financial and technical knowledge of project and financial managements systems to prepare contract requisitions, budget transfers, payment applications and contract change order requests. The Capital Project Financial Coordinator prepares complex project related spreadsheets outlining project budgets, expenses, encumbrances, potential change orders, change orders and forecasted costs as the project progresses. He/she serves as the primary financial administrative support for the assigned managers. The Capital Project Financial Coordinator updates and maintains project files and databases using ProjectMates software. He/she reviews, sorts, and routes incoming correspondence using ProjectMates software, and arranges and oversees the delivery of outgoing internal and external correspondence for the office. The Capital Project Financial Coordinator serves as the first line of public communication and contact for the in-construction project(s) and provides high-level, field inspection services, daily construction reports, professional computer support, office assistance, and customer service to internal and external constituent groups. The Capital Project Financial Coordinator supervises consultant teams, construction personnel and University employees during the various phases of active projects: design, construction occupancy and close-out. He/she provides direction to these constituents, monitors progress, develops action plans and schedules and recommends solutions for critical path milestone (CPM) project deadline related tasks. The Capital Project Financial Coordinator also provides administrative and clerical support in the preparation of project-related correspondence, technical specifications and reports. He/she prepares correspondence for submission to State and Federal regulatory agencies. He/she schedules, attends and manages project meetings, pre-proposal conferences, bid openings, etc. He/she also prepares, distributes and maintains project manuals and prepares responses to contractors, Requests for Information (RFI's), and Architectural Supplementary Instructions (ASI's). The Capital Project Financial Coordinator remains current with respect to NJ Building Code/NJ Division of Consumer Affairs requirements, and schedules regulatory field code inspections with University personnel and contractors using ProjectMates software. The Capital Project Financial Coordinator understands and applies principles of NJ State College Contracts Law, public bidding laws, state contracts, cooperative contracts and university procurement and purchasing policies. The Capital Project Financial Coordinator remains current on and complies with applicable safety guidelines, rules, and reporting procedures. The Capital Project Financial Coordinator provides courteous and professional customer service and coordinates job activities with staff, contractors and vendors, and represents the University in conferences, meetings, and seminars. The Capital Project Financial Coordinator will use various types of electronic and/or manual recording and information systems used by the agency, office or related units. He/she participates in occupational health and safety training as directed.
Qualifications & Requirements
Bachelor's Degree with at least five years of related experience, or a Master's degree in Business Administration with a concentration in Accounting, Business Analytics, Finance, or Management with at least two years of related experience.
Minimum of 3 years' experience in a Facilities Management department within higher education. Minimum of 2 years' experience working in a Financial Management System, specifically PeopleSoft. Minimum 5 years' experience working with a Project and Construction Management System, specifically ProjectMates, as an Administrator for adding, developing, configuring and implementing custom work flow processes and the integration of these processes with a Financial Management System. Minimum of 2 years' experience working with N.J. state and state university procurement policies and procedures. Minimum of 2 years of working knowledge of standard construction industry practices for managing vendors, contractors and specific knowledge of New Jersey Uniform Construction Code for the purposes of coordinating state mandated inspection services. Minimum of 2 years' experience working with the Microsoft Suite of products, specifically Word and Excel.
$61,577.51 per annum.
