The Dean's Office, Human Resources Shared Services (HRSS) has an opening for a full-time, University Staff (unclassified) HRSS Manager (Human Resources Manager) position.

Job Summary:
This is an exciting opportunity for an energetic and creative human resources leader to lead a human resources team in the University of Colorado, School of Medicine. Human Resources Shared Services (HRSS) is a new entity that has been breaking ground by managing and streamlining human resources functions for participating departments. The Manager will be an employee of the Dean's Office and will have opportunities to continue to build this shared services function to departments within the School of Medicine on the Anschutz Medical Campus.

The Anschutz Medical Campus fosters collaboration among students, researchers and clinicians on one of the largest academic health centers in the nation. Campus architecture and state-of-the-art technology bridge education and research with two world-class hospitals: University of Colorado Hospital and Children's Hospital Colorado.

This position is a full time position within the School of Medicine on the Anschutz Medical Campus in Aurora. This position will serve as the HR Manager and a working member of the Human Resources Shared Services (HRSS) team. The position will be responsible for the management, development, implementation and oversight of the human resource functions in the basic science and clinical departments who are members of HRSS. The position provides policy guidance and interpretation to the members of HRSS on a wide variety of personnel issues assuring compliance with Federal, University, and departmental rules and regulations. The Manager will work in collaboration with the Human Resources Executive Committee that oversees HRSS to make and implement strategic decisions that impact the Core.

This position will manage personnel searches through the HCM PeopleSoft and CU Careers systems, new hire processing (including but not limited to I-9 verifications, background processing, orientation, POI set up, etc.), and FMLA agreements. The position will manage faculty affairs functions for the participating departments. This position will also act as a liaison with the International Office to manage International Visa Administration requests, including J-1, H-1B, O, TN, OPT, Permanent Resident applications for Faculty, Postdoctoral Fellows, Research Associate series and students that require work authorization. The Manager will work closely and collaboratively with the School of Medicine Director of Human Resources and the School of Medicine Director of Faculty Affairs.

The Manager will also recruit and supervise a team of human resources professionals that will carry out the functions of HRSS.

The ideal candidate will be an energetic individual ready to help create change and be part of a group of professionals dedicated to collaborative approaches, relationship building and positive outcomes.

Examples of Work Performed: Responsibilities entail direction of all aspects of HRSS operations including:
  • Provide team direction and leadership for the HR Specialists on the HRSS team.
  • Hire, train, supervise, and direct the HR Specialists on the HRSS team.
  • Develop, in collaboration with the Executive Committee, methodology for funding HRSS.
  • Create and manage HRSS budget.
  • Act as a primary contact for stakeholders in the departments seeking assistance from HRSS.
  • Monitor and actively direct workload within HRSS. Develop and manage a system for balancing application assignments among members of HRSS.
  • Provide ongoing metrics reports to stakeholders and meet individually with them as needed.
  • Arrange ongoing trainings for HR Specialists on the HRSS team.
  • Act as liaison with the Department of Human Resources.
  • Develop record keeping system to maintain new hire data for each department.
  • Develop systems of integrating technology into HRSS to maximize efficiency and effectiveness, e.g., desktop conferencing, records management, metrics, etc.
  • Develop systems for communicating information to departmental constituents (Principal Investigators, Chairs, and Directors of Finance and Administration).
  • Initiate administrative activities of HRSS to ensure its cost effectiveness, efficiency, and its operational flow.

Salary and Benefits:

The hiring salary for this position is negotiable and commensurate with skills and experience. This position is not eligible for overtime compensation.

Qualifications


Minimum Qualifications:
  • Bachelor's degree in Human Resources, Business, Public Administration, Healthcare Administration, Communications or related field from an accredited college or university.
  • Three (3) or more years of professional, progressively responsible experience in Human Resources recruitment and selection.
  • Supervisory experience.

Substitution: Professional level Human Resources experience may substitute for the degree on a year-for-year basis, but not for the specific experience.

Preferred Qualifications:
  • Master's degree in Human Resources, Business, Public Administration, Healthcare Administration, or related field from an accredited college or university.
  • Experience working in an academic medical center.
  • Experience working with PeopleSoft Human Capital Management (HCM).

  • Ability to analyze, interpret, and evaluate a broad range of laws, rules, and regulations in order to exercise good judgment in applying them to human resource challenges.
  • Ability to successfully manage multiple and shifting priorities in a fast-paced environment.
  • Knowledge of supervisory techniques, management principles, and organizational leadership.
  • Advanced use of Microsoft Excel.
  • Maintain high level of confidentiality with sensitive information.
  • Strong project management skills and experience within a complex and diverse environment.
  • Demonstration of strong analytical and problem-solving skills.
  • Effective interpersonal skills.
