Office of Human Resources - Employee & Labor Relations (ELR)
The HR Specialist position in Employee & Labor Relations performs several key functions:
Provides counseling to employees, management, and supervisors regarding employee disciplinary matters, to include taking official witness statements, analyzing and formulating recommendations on findings, preparing case summaries, and drafting appropriate disciplinary action letters. Prepares for the presentation of appealable disciplinary actions to arbitration as necessary.
Provides counseling to employees, management, and supervisors regarding performance management; and provides guidance and recommendations on all aspects of the performance management process - including, but not limited to, performance expectations plans, performance improvement plans, and performance evaluations.
Provides assistance in the administration of layoffs, ensuring compliance with applicable collective bargaining agreements and University policies.
Responsible for the timely processing of collective bargaining grievances and USPS/A&P complaints.
Provides assistance in administration of the University's staff collective bargaining agreements and negotiations. Assists with administrative tasks for negotiations, drafts proposals, researches/benchmarks labor relations issues and conducts costing analysis; serves as scribe during collective bargaining sessions.
Conducts training in all areas of employee and labor relations as needed.
Bachelor's degree in a related area and two years of related work experience; or a high school diploma/equivalency and six years of experience related to the duties of this position.
(Note: or a combination of post high school education and experience equal to six years.)
Knowledge of federal and state employment laws.
Ability to communicate effectively, both verbally and in writing, as required for the needs of the audience.
Knowledge of general office procedures.
Proficiency in the use of the Microsoft Suite, to include Word, Excel and PowerPoint, and web applications and other compatible software.
Excellent customer service skills, strong interpersonal skills, critical listening and problem solving skills.
Detail oriented in a time sensitive environment.
Experience working with highly confidential information and the ability to demonstrate discretion and sound judgment.
Experience with employee and labor relations in a union or non-union environment.
Experience in a post-secondary education setting.
Experience providing training or presentations.
Anticipated Salary Range
Salary commensurate with experience within range of $36,000 to $42,000 annually.
This is an A&P (Administrative and Professional) position.
Schedule is Monday - Friday; 8:00 a.m. to 5:00 p.m.
Criminal Background Check
This position requires successful completion of a criminal history background check. The background check will be conducted as authorized and in accordance with University Policy 4-OP-C-7-B11.
