Department: Budget planning and Administration

Budget Planning & Administration serves as the central budget office for the campus and provides interaction with a variety of constituents. Budget Planning & Administration provides expertise, guidance, budget development and administration in support of the University¿s Mission, responsible for budget planning, development, and administration of funds appropriated to the University. The department is also responsible for budget reporting and developing of budget policies and procedures. Budget Planning and Administration supports the University Divisions, Enterprise, Trust, and the Auxiliary Funds. The department supports both management and end-users in administering and understanding the university budget. Budget Planning & Administration Officer serves as the staff and/or advisor to: University Budget Committee (UBC), University Business Process Advisory Council (UBPAC), Student Fee Advisory Committee (SFAC), and other committees as assigned.  

Major Duties  

Under general direction of the University Budget Director, the Budget Analyst performs technical duties necessary to administer the University's budget and funds and assists in maintaining, gathering, and analyzing data and information; tracking, monitoring, coordinating and/or compiling budgets and financial data; compiling and preparing various reports. The position assists in maintaining budget department files; maintaining and updating budget web pages; review, input and upload of budget journals; preparing budget reports utilizing spreadsheets and databases; research purchases and prepare purchase requisitions; monitoring and reconciling expenditures for the Budget, Planning and Administration¿s departmental budget.  


Required Education:Equivalent to a bachelors degree with a major in accounting, business administration, finance or a closely related field OR a combination of education and experience which provides the required knowledge and abilities.

Preferred Education:A Master's degree in Business Administration or related field, with a concentration in public or business administration, Accounting, or Finance is highly desirable.

Required Experience:Two  years  of  progressively  responsible  professional  experience  in  analyzing  data  including  one  year  involving duties  such  as  preparation,  justification  and  analysis  or  the  control  and  administration  of  a  budget  or  budgetary process.

Preferred Experience:Experience with automated financial systems, complex spreadsheets, databases, and/or database query tools is desirable but not required.

Experience using CMS/CFS (Common Management System- Financials, HR) or other similar software enterprise systems is highly desirable.

Required Knowledge, Skills, and Abilities:
- General knowledge of the principles and practices of governmental budgeting and accounting;
- Working knowledge of the principles and practices of public finance;
- Working knowledge of the principles of administrative, personnel and fiscal;
- Familiarity with the principles of organization;
- Working knowledge of research techniques and of statistical principles and procedures
- Proficiency using standard office software programs (e.g., Microsoft Word, Excel, PowerPoint, Access, and Outlook calendar/email) in a Windows Operating System environment.

Specialized Materials:
The position activities may require the use of the following equipment: Office equipment including printers, copiers, binders, fax machines, calculators, personal computer and various software programs needed to conduct the work.   Responsibilities   This is the first level of professional budgeting work requiring general knowledge and understanding of budget and financial accounting principles and practices. 

55% - Budget Administration:
This position performs technical budget analyses required to administer the campus budget.  This includes, but is not limited to, assist with uploading and posting of budget allocations for university departments into the PeopleSoft Financial System as well as subsequent budget transfers. Assist with the preparation of purchase requisitions, follow up on dispatching of Purchase Orders, and prepare invoices for payments; research, prepare and gather information for reports and special projects, establish and maintain budget files. Among the other areas, this position will assist with: preparation and processing of documents and reports required by the Chancellor's Office; processing of documents required by the State Controller¿s Office (SCO) pertaining to the administration of position management; assist in the development, maintenance, interpreting and reporting of financial data pertaining to all funds administered by the University. The Budget Analyst will assist in overseeing and tracking utility invoice payments, log, and prepare reports; assist with the university Ceremonies account, including tracking all expenses, gather supporting documents and prepare reports; log CPOs (Cash Posting Orders) received from the CO; assist with editing the Budget web page, upload budget documents; upload monthly data to the OpenGov transparency platform, etc.

20% - Financial Reporting and Systems Development:
The Budget Analyst assists in the maintenance of financial data pertaining to funds administered by the university and in generating databases and reports to be used by the Director in the development of quarterly financial reports for presentation. Responsibilities involve, among other things, assisting in gathering historical data and the development of fiscally sound financial analyses, projections, and forecasting based on historical information and relevant variables, and the preparation of budget reports.

20% - Position Management:
This position assists, as needed, in monthly processing of the CMS PeopleSoft Labor Cost Distribution.  This includes, but is not limited to, retrieving and loading the SCO Pay Tape for the CSU Create Paychecks process, running the CSU Paycheck Distribution process based upon the labor cost distribution hierarchy, maintaining the Chartfield Combo Codes and corresponding Department Budget Table, and correcting errors. This position also will assist, as needed, in creating and updating position numbers as requested by divisions; prepare ad-hoc position-related reports, etc.

5% - Other Duties:
Performs other duties as assigned by the University Budget Director, e.g., assist with budget presentations, assist the Senior Budget Analyst with Data Warehouse training and support to campus staff, and assist in maintaining and updating the training materials based on new updates to the CFS system.
