Job Description Summary:

Under the direction of the Assistant Director, Pre-Award Management, the Sponsored Projects Analyst, Pre-Award supports institutional research goals as an integral part of the Office of the Vice President for Research's Office of Sponsored Projects. The Sponsored Projects Analyst, Pre-Award performs the core functions of the central office as the first level of institutional review and approval of all proposals for submission in order to secure external funding; as a resource person with expert level understanding and applied knowledge, providing consultation, guidance and direction to senior leadership; functioning independently and decisively at a high level of proficiency; serving as co-facilitator to prepare and conduct training and education sessions; and serving as a delegate to submit proposals to the sponsor.

The Sponsored Projects Analyst, Pre-Award may manage a portfolio of diverse university schools, departments, centers and institutes. The incumbent performs as a primary university resource to interpret and implement sponsor guidelines, federal and state regulations, along with university policies and procedures; provides oversight of the proposal development process to minimize the university's compliance risk; communicates with sponsoring agencies; develops training materials; provides guidance, education and training to unit and departmental level staff associated with sponsored activities; and keeps abreast of new developments in the field of research administration, pre-award management, federal regulations, policies, and procedures in order to serve as a Subject Matter Expert (SME) for information and guidance to university faculty, staff and students.

Specific duties and responsibilities include:

• Partners with the university to manage processes and interactions that will effect successful proposal development and error-free submission.
• Provides first-level institutional review and approval of proposals to ensure compliance with university policies and procedures, Uniform Guidance, federal, private, corporate and other compliance requirements including but not limited to, sub-recipient commitment, conflict of interest, export controls, data management plans, and research involving radioactive materials, animals and humans.
• Serves as back-up coverage for the Sponsored Projects Manager, Pre-Award to provide second level review and to submit designated proposals with AOR approval.
• Serves as a resource for complex proposals including proposals with multiple collaborators, international designation, or large, complex collaborative projects (such as cooperative agreements, P or T grants), etc. Acts as a point of contact for identifying on-line resources and provides information to facilitate the proposal development process; analyzes and resolves problems related to non-compliance during the preparation of the proposal.
• Maintains consistent high levels of accuracy at the pre-award stage for adhering to sponsor and university guidelines.
• Prepares and presents presentations to small or large groups.
• Identifies and responds to priorities, while maintaining customer focus.
• Liaises with affiliated offices such as Human Resources, Technology Transfer, General Counsel, IRB and IACUC to facilitate initial contact as part of proposal development process.
• Manages several proposal types including LOIs, full proposals, preliminary proposals, change of grantee applications, etc., for university faculty staff, and students. Completes proposal related forms and responds to audit requests as needed.
• Plans, organizes, and controls resources to prioritize workload effectively and efficiently.
• Informs management at all stages of the proposal development process, and escalates issues as appropriate to the Assistant Director, Pre-Award Management. Maintains close communications with the Assistant Director, Pre-Award Management to share information, issues/concerns, and ideas.
• Serves as a resource and point of contact for the pre-award team to ask questions, discuss pre-award matters, analyze and resolve issues.
• Collaborates with OVPR and departmental staff to offer recommendations, and resolve issues before award set-up.
• Ensures data integrity and timely data entry to produce accurate reporting and provide decision support.
• Troubleshoots and responds to inquiries related to Cayuse 424 and other agency systems/ electronic portals (e.g., eRA Commons, Grants.gov, FastLane, ProposalCentral, etc.),
• Generates ideas and creative approaches to overcome challenges and support overall process improvement.
• Monitors pre-award information on the organization's website and collaborates with the Assistant Director, Pre-Award Management to keep information accurate.
• Performs other work related duties as assigned. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.

Minimum Qualifications:

Qualified candidates will hold a Bachelor's degree in an appropriate area of specialization plus 5 years of relevant professional experience, or, a Master's degree or higher in a relevant area of study plus 3 years of relevant professional experience. Degree must be conferred by the start date of the position. Degree requirements may be substituted with an equivalent combination of education, training and experience.

Additional Required Licenses/Certifications/Posting Specific Minimum Qualifications: Preferred Qualifications:

• Substantial experience in research administration, grants and contract administration/ management or related field, preferably in a university/academic institution in the central office.
• Exceptional knowledge of pre-award standards and expectations that reflect excellence and best practices related to sponsored projects. Proficiency in using pre-award agency systems (such as eRA Commons, NSPIRES, FastLane, etc.).
• Applied knowledge of federal, state, local, and program regulations related to sponsored projects/activities and working knowledge of Uniform Guidance, 2 CFR 200.
• Ability to prepare and submit proposals to sponsors including the National Institutes of Health (NIH), National Science Foundation (NSF), and other prominent federal agencies (USAID,DOD, NASA), foundations, and industry sponsors.
• Excellent project and time management skills with a focus on delivering results.
• Exceptional computer skills in Microsoft Office applications and ability to work with system to system software such as Cayuse 424, InfoEd, or COEUS to prepare and submit proposals to sponsors.
• Expert skill in managing complex and conflicting information and ability to effectively coordinate a diverse range of tasks in a fast-paced environment on time and with minimal supervision.
• Strong organization skills with keen attention to detail, prioritization, data management, document preparation, spreadsheet and presentation creation.
• Excellent interpersonal, written and oral communication skills. Ability to interpret and convey information to assist faculty, staff and students with preparing proposals for external funding.
• Self-starter with flexibility, and highly motivated with a customer focus.
• Ability to function decisively in ambiguous situations and apply knowledge and understanding in broad contexts.
• Ability to exercise diplomacy, establish and maintain effective working relationships.
