Visiting Director of Parking University of Illinois at Urbana-Champaign

The Parking Department maintains approximately 15,750 parking spaces in five parking structures including over 2,000-metered spaces, and over 140 surface parking facilities. The parking department is committed to excellence in customer service in meeting the varied parking needs of the faculty, staff, students and visitors of the University campus. Services provided by the department include permit sales, cash key sales, pay-by-phone short-term parking, conferences and special event parking.

Major Duties and Responsibilities:

1. Develop and manage all Parking department efforts in in strategic planning, resource allocation, and staffing decisions. The Director will have a broad range of independent decision-making authority regarding the management of the Parking department. 2. Develop and manage the direction, activities, and staff operations of the Parking department. These responsibilities include permit sales, parking enforcement, coordination of special events, parking lot maintenance, meter collections, mobile payment services, appeal management, signage and garage maintenance, technology services, bicycle pick up, citation collections program and new construction management. 3. Formulate, implement, and interpret programs and policies for the department. 4. Lead, organize, and manage the Parking Advisory Committee as an ex-officio member. Ensure appropriate input from campus stakeholders on important strategic and policy level decisions. 5. Provide high-level customer service in a diverse multicultural environment, including faculty, staff, students, visitors, and city partners. 6. Responsible for the design, execution, and effectiveness of a system of internal controls to ensure department operations are effective and efficient, department assets are safeguarded, department financial information is reliable, and the department complies with applicable laws, regulations, policies, and procedures. Fiduciary responsibility includes management of over $9 million in revenue. 7. Develop funding scenarios and provide financial analysis for major changes or additions to the parking budgets. 8. Develop business plans focused on the expansion and/or reduction of services, acquisition of equipment and supplies, and the implementation of new services and technologies. 9. Use best practices in the parking industry that are essential to enhance the university parking experience. This includes technology, social media trends, networking through professional development workshops, association meetings, and conferences specifically related to parking, technology, accessibility, traffic demand management, safety, and sustainability initiatives. 10. Develop marketing strategies to communicate with campus regularly via web site, newspapers, social media, internal and external correspondence, and deliver oral presentations regarding parking's current policies, fees, practices, and general parking information. 11. Lead collaborative relationships with shared services on behalf of the Parking department, with Human Resources, Business Affairs, Auxiliary Shared Information Services and Marketing. 12. Additional duties as assigned to further the mission of the unit/organization.

Position Requirements and Qualifications:

Education: Required: Bachelor's degree Preferred: Master's degree and /or CAPP-(Certified Administrator of Public Parking) preferred.

Experience: Required: Ten (10) years of progressive supervisory responsibilities in the parking industry•Experience in conflict management and negotiation techniques as well as demonstrated ability to manage and supervise multiple projects concurrently. Preferred: •Experience reviewing maintenance requirements of surface and structured parking, and knowledgeably recommending repairs within industry best practices.•Experience planning and managing parking and transportation operations for large events such as concerts, sporting events, and the like.•Experience with the development or revision of a parking and transportation plan. Training, Licenses or Certifications: Preferred: CAPP-(Certified Administrator of Public Parking) Knowledge Requirements: Required: •Excellent oral/written communication, presentation skills, high-level customer service skills, and sensitivity to effectively interact with a highly diverse campus community. •Demonstrated leadership abilities as evidenced by the successful implementation of programs and processes, the development and maintenance of collaborative relationships, and strong employee supervision and development skills.•Demonstrated ability to work with persons from diverse socio-economic and cultural backgrounds including students, employees, parents of students, community members, visitors and other stakeholders.•Proven ability to consistently demonstrate a high degree of personal integrity and emotional maturity.• Current skills in budget development and management, and administering complex public business practices.• Ability to develop, recommend and implement short and long-range strategic plans.• Demonstrated analytical, problem solving and data-driven process evaluation skills. Preferred: •Knowledge and experience in applying best practices to campus parking and transportation programs (e.g., higher education institutions, municipalities or similarly large and dispersed programs with a wide range of constituents) •Knowledge and/or experience working with T2 systems Inc. and License Plate Recognition (LPR Genetec).•Proven ability to work with labor union represented employees. Be able to demonstrate effectiveness managing an auxiliary enterprise.

Appointment Status: This is a 12-month, full-time visiting academic professional position. Salary: Commensurate with experience and includes an excellent benefits package. Proposed Starting Date: As soon as possible.
