Under the general direction of the Human Resources Manager-Benefits, this position provides comprehensive analytical, administrative and consultation services of the CSU Leave Programs to staff, faculty and management. This position also works closely with the ADA Coordinator and Workers' Compensation Manager.

The scope of work is comprehensive in nature and includes interpretation of CSU policies, regulatory compliance, contractual, and procedural guidance and advisement in functional areas such as collective bargaining agreement interpretation, employment status, classification, and labor relations as it relates the CSU Leave Programs. This position also serves as resource and backup to the benefits team, including the Human Resources Manager-Benefits.

Position Summary:

	Assist HR Benefits Manager, Labor Relations, AVP for Human Resources and AVP for Faculty Affairs in administering various employee and labor relations processes that relate to FMLA, CSU leave programs, and ADA complaints and grievances	Interpret and apply collective bargaining contract provisions	Develop and implement administrative and personnel policies and procedures	Arrange technical and/or expert presentation services	Develop collaborative partnerships	Evaluate program effectiveness and establishing strategies to market programs and increase participation	Gather and analyze information for responses to information requests, grievances, complaints and local union negotiations	Research, analyze, and interpret relevant stateand federal laws, California State University (CSU) Technical letters, CSU leave policies and regulations, collective bargaining agreements and non-represented agreements	Coordinate and administer all CSU leave programs which include the Nonindustrial Disability Insurance, Family Medical Leave Act (FMLA), California Family Rights Act, Pregnancy Disability, Military, Catastrophic Leave Donation program, Parental Leave, Education Code Maternity Leave (ECML), CSU Professional Development, and unpaid/paid personal leaves	Assist with coordinating, tracking, and the interactive process including return to work and related accommodation processes under the Americans with Disability Act (ADA)	Attend meetings with Union representatives, Workers' Compensation Manager, ADA Coordinator or Employee Relations Manager as requested to provide information, guidance or systematic coordination of leave programs	Manage, understand and communicate to employees and respective departments the impact of the leave of absence to health benefits, voluntary benefits, CalPERS service credit, pay plan (12 mos./academic year/10 or 11 month pay plans), workers compensation, accommodations, FLSA status, leave credit usage and Payroll Services/SCO processing deadlines	Provide customer service in responding to numerous questions or concerns viaperson, email, mail and phone	Serve as a campus leave advisor and function as a liaison between Human Resources, other departments and outside agencies	Work with departments to facilitate appropriate actions to return employees to normal work and assist in determining if accommodation such as temporary or modified work duties are appropriate	Develop and present training or presentations to campus community regarding the coordination of leaves (e.g. colleges, schools, divisions, union)	Attend Common Human Resources System (CHRS) and CSU Disability leave meetings (e.g., conference calls)	Maintain, review and update program communications and information (e.g., forms, website content, and process guide) and recognize and recommend improvements to these items	Input and monitor leave information in PeopleSoft and communicate FMLA entitlements as well as exhausted FML entitlements	Communicate with employees and their appropriate Administrator/Chairs on CBA, eligibility of leave programs to provide mutual understanding of process, entitlements, required documentation and tracking of absences	Clarify medical notes for leave of absence or return to work, as needed, per FMLA regulations Absence Management Reporting	Enter monthly/weekly leave credits into PeopleSoft Absence Management for each employee on a leave	Consult with other HR areas including Workers Comp, Benefits, and Payroll on pay and benefits status	Review intermittent FML leave cases for compliance of provided medical documentation	Enter required transactions into PeopleSoft Electronic Transaction Request (ETR) and Payroll Information Management System (PIMS) to reflect leave and pay	Back-up to HR Manager - Benefits for signing Personnel Payroll Transactions (PPTs)	Maintain accurate records in PeopleSoft	Work with State Employment Development Department (EDD) to coordinate employee's NDI authorizations/extensions/corrections/cancellations	Review and authorize the processing of NDI payment with Payroll Services	SCOUT Program for Staff, Faculty and MPPs	
    		Coordinate program and access with Student Support Services-Disabilities Department and University Police	
		Maintain and coordinate campus access, communication and involvement in the Lactation ProgramSecondary Duties of the job include:

  • Knowledge of applicable leave programs (e.g. FMLA, CFRA, CSU Technical letters, State Disability, ECML, PDL) and state and federal employment policies, practices, and procedures
  • Knowledge of ADA accommodation, temporary/modified job duties and early return to work procedures
  • Knowledge of Microsoft Office Suite software applications
  • Experience using PeopleSoft Human Resources Information Systems (HRIS) or similar program
  • Ability to:

  • Analyze, interpret and resolve complex situations and cases, make recommendations, and maintain confidentiality, manage a challenging workload and provide effective customer service, work in a fast past paced business environment and promote teamwork and collegiality

  • Education and Experience:

    	Equivalent to a Bachelor's and 2 years of responsible experience in administering protected leaves, disability management or closely related fieldPreferred Skills:

    	PeopleSoft HRSA version 8.0 or higher	Knowledge of Payroll Information Management System (PIMS)	Knowledge of ADA accommodation, temporary/modified job duties and return to work procedures
