Department Description
Financial Management is a service organization. Its mission is to maintain the University's fiscal integrity through accurate record keeping and adherence to State, CSU, and University procedures; to provide financial reports and analysis as required; to safeguard the assets of the University; and to deliver fiscal information and support services in a courteous and efficient manner to faculty, staff, students, and visitors. In addition, the division provides financial management oversight of University auxiliary units, including the California State University, Long Beach Foundation and Associated Students, Incorporated.

Position Description
The Associate Vice President for Financial Management provides vision, leadership and oversight for the financial operations of the University, Research Foundation, and the 49er Foundation, safeguarding the assets and the integrity of each business unit's financial records and assessing the utilization of financial resources. Additionally, the Financial Management organization provides financial management support to the University Student Union and Associated Students, Inc. The Associate Vice President oversees the Controller's Office, Procurement and Contracts, Student Financial Services, Common Financial Systems (PeopleSoft) for Finance and Student Financials, and business support related programs.

Responsibilities include providing fiscal oversight for approximately $300 million in annual expenditures from various funding sources for the University, Research Foundation and 49er Foundation Business Units. Monitors bond expenditures against allocations ensuring Chancellor's Office and campus policies and procedures are being met. Assists the Vice President of Administration & Finance/Chief Financial Officer as a key campus leader, setting functional direction, proposing strategy, and collaborating with all campus divisions. Represents the campus at the California State University Financial Officers Association, which sets system-wide accounting practices and policies.

Knowledge, Skills & Abilities
CSULB seeks a leader with a proven ability to establish and maintain collaborative relationships with campus leadership, the Chancellor's Office, faculty, staff, students, and external constituencies. Superb leadership, interpersonal, and management skills with the ability to recruit and retain talented staff. Excellent communication skills and a demonstrated ability to deliver presentations on financial matters to multiple constituencies. Ability to communicate with an ethnically and culturally diverse campus community. Demonstrated knowledge of continuous improvement principles including planning, assessment, staff development, customer service, and business process redesign. Demonstrated success in leading and managing financial operations in a comprehensive university or other large and complex organization. Must be a strong and effective communicator and a strategic thinker. Demonstrated success in budgeting, fiscal analysis, and integrated financial management. Demonstrated knowledge of current state, federal or system-wide regulations. Demonstrated ability to understand and evaluate regulation and policy changes that will impact the campus. Thorough knowledge of Generally Accepted Accounting Principles and best practices.

Ability to communicate with an ethnically and culturally diverse campus community. Ability to follow all university policies, procedures, and guidelines including but not limited to safety, civility, information security, and non-discrimination policies and procedures. Ability to contribute to a positive university experience for each and every student, and assist in achieving the university's commitment to a "vision of excellence."

Education and Experience
Bachelor's degree in a related field and ten years of progressively responsible related experience as a financial administrator with at least five years of senior-level experience in a comprehensive university or other large and complex organization. Demonstrated experience in budgeting, fiscal analysis, and integrated financial management. MPA, MBA, or other related graduate degree preferred. CPA preferred.

Conflict of Interest
The duties of this position will include participation in decisions that may have a material financial benefit to the incumbent. Therefore, the selected candidate will be required to file Conflict of Interest Form 700: Statement of Economic Interest on an annual basis, complete ethics training within 6 months of appointment, and attend this training every other year thereafter.

General Information
The person holding this position is considered a 'mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 Revised July 21, 2017 as a condition of employment.

All management and executive employees shall be required to provide a written statement to the appropriate administrator of any and all outside employment. Employees shall also provide a written statement of outside employment if a written request by an administrator is made.

A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU.
