Employment Opportunity

This full-time (100%, 40 hours per week) Budget Analyst position performs a variety of professional activities in support of the college financial, business and accounting functions; assists with implementation of District budget processes and provides analytical expertise and direction to others regarding budget administration.

In addition, a Budget Analyst position eligibility pool may be established in order to fill other full-time, part-time or substitute assignments as needs arise.

Examples of Duties

  • Analyzes, develops and administers budgets for general and non-general funds utilizing models and formulas used in developing District budget
  • Performs budget development and implementation processes in collaboration with District administrators and program managers
  • Provides fiscal support to the Vice President of Administrative Services
  • Analyzes, summarizes, and presents cost and financial information as well as financial modeling during collective bargaining negotiations
  • Serves as primary lead for reconciliation, update and maintenance of budget module and other financial systems
  • Calculates and reports teaching units and faculty obligation, as required by State law
  • Identifies opportunities for system improvements and provides recommendations for solutions; leads implementation of solutions on a timely basis
  • Prepares periodic budget reports including narrative discussions of significant budget issues and analysis and interpretation of financial data
  • Assists with capital budgeting and analysis, variance analysis and financial modeling; analyzes, summarizes and interprets payroll, general ledger, human resources and other financial and statistical data for management
  • Provides technical expertise and direction to budget and program managers, District and campus administrators regarding budget and accounting issues, financial reports, budget changes and transfers
  • Provides information to the public or to College staff that requires the use of judgment and the interpretation of policies, rules, or procedures
  • Prepares complex fiscal and statistical reports including supporting agenda materials for presentation to the Board of Trustees
  • Operates standard office equipment and various software to produce correspondence and reports such as email, word processing, spreadsheet, and databases
  • Analyzes new and proposed legislation, contract documents, State budget information and projections to determine current and potential impact on the District
  • Reviews status of budgets and programs and revenue expenditure information to ensure continued financial viability and compliance with applicable statutes and regulations, including the approval and implementation of budget adjustments to restricted projects and the preparation and/or review of required reports to external agencies
  • Participates in year-end fiscal closing activities
  • Prepares journal entries and posts to the general ledger
  • Coordinates accounting support activities to ensure that collection, expenditure, journal entries, and adjustments are properly recorded
  • Identifies and reconciles problems, makes correcting entries and suggests procedural changes to maintain accounting controls
  • Coordinates accounting activities with other agencies and divisions
  • Reviews and reconciles varied reports, journals, budget, payroll or related fiscal or statistical data
  • Audits, verifies and reconciles various information, including source data and produces reports
  • Maintains varied subsidiary ledgers, auditing and reconciling reports and information and posting data as required
  • Maintains the position control system database; issues job and position numbers and verifies position funding
  • Confers with technology staff regarding computer applications related to assigned duties
  • Enters and retrieves data from a computer and uses such technology to produce reports using spreadsheet, database and various software
  • Researches and assembles information from a variety of sources for the completion of forms or the preparation of claims reimbursement, expense transfers and related materials
  • Provides work procedure instruction to others and directs the work of others on a project or day-to-day relief basis
  • Performs related duties as required or assigned


Minimum Qualifications

Education and Experience:

  • Equivalent to graduation from a four-year college or university with major course work in accounting, finance, business, public administration, information systems or related field
  • Two (2) years performing work involving preparation, justification, and analysis, or the control and administration of a budget or budgetary program.
  • Experience in computerized databases, preferably with an ERP
Please note: Additional experience may be substituted for the education on a year-for-year basis, to a maximum of two (2) years.

Desirable:
  • Experience in a public agency or educational setting
  • Experience using Colleague
  • Experience working with large datasets and Database programs
Knowledge of:
  • Generally accepted accounting principles applicable to community college district finance, including planning and analysis, forecasting, projection, budgeting, accounting, fiscal control and auditing
  • Budget development
  • Applicable District, County, State and federal laws, regulations and reporting requirements affecting community colleges, including provisions of the California Education Code, Internal Revenue Service and the State Accounting Manual
  • Procedures and techniques of preparing and reconciling journals and ledgers
  • Office practices and procedures, including filing and the use of computers and various software such as word processing, spreadsheet and databases
  • Effective oral and written communication skills
  • Basic supervisory principles and practices
  • Interpersonal skills using tact, patience and courtesy
  • Technical aspects of accounting
Ability to:
  • Plan, organize and coordinate District-level financial functions
  • Design, analyze and use databases and spreadsheets for budget development and administration, using a computer and various software to prepare forecasting models and projections
  • Prepare, interpret, review, reconcile, analyze, maintain and retain comprehensive financial statements, technical documents, records, accounts and reports
  • Develop, coordinate, maintain and revise the budget system
  • Provide budget development and administration expertise to program managers; train and instruct the work of staff
  • Demonstrate sensitivity to and understanding of diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students and the community
  • Analyze fiscal reports, spreadsheets, charts, graphs, tables and other materials in order to draw logical conclusions
  • Develop and present clear, concise reports, recommendations, and solutions to financial problems using word processing software
  • Operate standard office equipment to produce correspondence, reports, and other written materials using various software
  • Provide recommendations for information system improvement and lead implementation of recommendations
  • Read, interpret, apply and explain policies, rules, regulations and procedures using initiative and sound judgment within established procedural guideline
  • Prioritize work, coordinate activities, meeting schedules and timelines
  • Work confidentially with discretion
  • Work independently with little direction
  • Establish and maintain appropriate control records and files
  • Communicate effectively both orally and in writing
  • Establish and maintain effective working relationships


Additional Information

Salary: $4,937 to $5,442 per month to start; seven-step schedule to $6,615 per month. Full-time, 100% assignment (40 hours per week), 12 months per year; Monday through Friday, 8:00 a.m. - 5:00 p.m. with evenings and weekends as required. Confidential employees are required to join the California Public Employees' Retirement System (CalPERS) and as such contribute up to 7% of their monthly salary to CalPERS on a pre-tax basis. Position scheduled to begin as soon as possible, pending continued funding and Governing Board ratification. Salary is subject to proration based on beginning date of assignment.
