Under the general supervision of the Deputy Chief-of-Police, the lieutenant performs a variety of complex administrative and professional tasks, serving as Georgia Gwinnett College's Professional Standards and Accreditation manager. The position includes planning, coordinating and administering the implementation, maintenance and adherence to the police department's state and/or national accreditation; compliance with GGC/USG policies and directives, and the department's response to complaints alleging employee misconduct and external concerns regarding the operation of the Department. Additionally, the position will ensure that the integrity of the department is maintained through an internal system where objectivity, fairness, and justice are ensured by an impartial investigation, and to conduct or to supervise investigations as directed by the Chief of Police.


  • Reviews a wide variety of technical and complex issues relating to law enforcement standards, the accreditation/certification and the compliance processes.
  • Supervises and oversees the administrative staff support required to improve the performance of the Georgia Gwinnett College Police Department by achieving and maintaining state or national accreditation and compliance with GGC or USG policies or directives
  • Ensures that the integrity of the department is maintained through an internal system where objectivity, fairness, and justice are ensured by an impartial investigation, and to conduct or to supervise investigations as directed by the Deputy Chief of Police. Ensures that each external and internal complaint received is evaluated to determine the nature of the Department's response to the complaint.
  • Provides members of the Department with the established procedures for the acceptance and classification of complaints, the initiation of the administrative investigative process, the process for conducting a fair and reasonable investigation, the proper methods for adjudication of these administrative investigations, and the methods for the administration of fair, reasonable and defensible discipline.
  • Assigns, directs, and coordinates activities of groups of employees to achieve plans of action to meet requirements of applicable accreditation / certification standards; directs assignments through the agency and enforces deadlines; makes recommendations to the Deputy Chief of Police regarding activities needed to meet accreditation/certification requirements.
  • Determines documentation needed to support agency compliance with national and/or state standards governing accreditation/certification, and compliance with GGC/USG policies, directives, and recommendations.
  • Serves as the central repository for certification information about the accreditation process, standards, procedures, reports, and compliance necessities.
  • Maintains master and archive files for Standard Operating Procedures manual, annexes, and written directives of agency; maintains accreditation individual standard status reports (ISSR), certification standard status report (CSSR) files, and GGC/USG policy compliance memorandum.
  • Compiles and submits required reports to maintain state or national certification, and GGC/USG compliance.
  • Coordinates all aspects of an audit: online, site visits, mock assessments, preparation of department and college personnel, providing appropriate documentation, scheduling of interviews, meeting and interview locations, external communications, department and campus tours, accommodations, meals, travel, per diem payments, etc.
  • Assists with planning, development, and implementation of new programs, policies, procedures, systems, crime analysis and equipment to improve agency performance in relation to compliance with applicable accreditation standards; evaluates current policies and directives as needed.
  • Monitors proposed changes / amendments to standards relating to accreditation / certification and compliance process; evaluates impact of potential changes on current operations; ensures implementation of new standards into agency standards, policies, and procedures.
  • Ensures employee knowledge of, and compliance with, Standard Operating Procedures, annexes, directives by routinely reviewing department members' internal and external interactions (incident and arrest reports); by routinely meeting with administrators, supervisors, officers, special unit members, and other employees; by routinely meeting with Community Outreach Program Supervisor; and, by meeting with college and public groups.
  • Provides accreditation/certification training for campus employees. Serves on campus and local committees, and makes presentations as needed.
  • Serves as the training manager for the agency.
  • Perform other duties, as assigned

Minimum and Preferred Qualifications:


  • High School or GED
  • Three years of full-time experience as a sworn police officer.
  • GA POST Certified Instructor or receipt of instructor certification within one year after hire.
  • Applicants must demonstrate the potential ability to perform the essential functions of the job as outlined in the position description.


  • Experience and/or education in Law Enforcement Management/Supervisory coursework is desirable.
  • Experience and/or education in Accreditation Management is desirable.
  • Experience and/or education in Professional Standards Investigations is desirable.?

Public Safety Officers' Requirements:

  • Must be 21 years of age.
  • Must be Georgia POST Certified with Basic Law Enforcement Mandate and be in "Good Standing" or able to be POST certified within one year of hire.
    • NOTE: Passing or qualifying scores are adopted from the requirements set by the Georgia Peace Officers Standards and Training Council.
  • Must maintain annual certification and state training requirements. Must obtain and maintain additional certifications as required by the College.
  • Must pass pre-employment testing (if applicable), criminal history check (no felony convictions or convictions of moral turpitude), background check, physical, drug test, psychological and/or polygraph exam, and credit history check.
  • Must possess and maintain a valid Georgia Driver's license.
  • Knowledge of law enforcement, criminal law and/or security and criminal procedural law terminology. Ability to define elements within federal, state, county, municipal laws and College regulations.
  • Ability to attend court and provide appropriate testimony on behalf of the college.
  • Ability to learn radio codes and terminology in order to communicate clearly via two-way radio.
  • Ability to establish effective relationships with students of varying ages in order to respond to problems or incidents on campus and determine appropriate disciplinary action.
  • Ability to establish and maintain good working relationships with supervisor and co-workers. Ability to display professionalism, politeness, and good manners when dealing with co-workers, management, and the public.
  • Ability to work under pressure and time constraints.
  • Ability to organize and prioritize work.
  • Ability to communicate effectively both orally and in writing. Ability to understand and follow oral and written instructions and to read materials written in English.
  • Skill in basic computer knowledge (Word, Excel, Internet)
