The Sponsored Programs Administration (SPA), Pre-Award, http://sponsoredprograms.illinois.edu/, at the University of Illinois Urbana-Champaign is seeking an Award Negotiator or Senior Award Negotiator to perform highly specialized and complex contract reviews and negotiations for sponsored projects on behalf of the University's Board of Trustees to ensure reasonable terms and conditions.

MAJOR DUTIES and RESPONSIBILITIES - Negotiator

  • Perform highly specialized and complex contract reviews and negotiations for sponsored projects on behalf of the University of Illinois' Board of Trustees to ensure reasonable terms and conditions.
  • Identify compliance concerns through review of the project statement of work and sponsor's proposed contractual terms and conditions and engage with faculty, academic units, departmental staff, and university compliance offices to ensure that proper approvals are in place in accordance with university, federal, state, institutional, or sponsor regulations.
  • Exercise authority in accepting terms and conditions, or alternatively determining the need for legal review or administrative approval.
  • Advise faculty, administrators, and sponsored programs staff on complex issues regarding regulatory compliance, intellectual property, publication rights, related University policies, and sponsor regulations.
  • Collaborate with various university administrative and compliance units (e.g., OVCR, IRB, IACUC, IBC, Division of Research Safety, Human Resources, Purchasing, General Counsel, Risk Management, and Office of Technology Management), academic units, faculty and staff, and federal, state, commercial, foreign, and non-profit sponsors, to ensure the sponsored activity and terms of the agreement adhere to policies, laws, and regulations.
  • Manage the completion of supporting documents and/or certifications to facilitate proposal process and/or execution of the contract (including, but not limited to, vendor information forms, audit certifications, intellectual property agreements, conflict of interest statements).
  • Manage the specifics of each negotiation documenting institutional approvals and award logistics and maintain the relevant institutional administrative management systems.
  • Maintain integrity of grants management database.
  • Participate in developing the training, communications, and tools to facilitate the ability of sponsored programs staff, university faculty, and research administrators to obtain external sponsorship, manage sponsored awards, and maintain institutional regulatory compliance.
  • When required, process both electronic media and/or hard copy proposal submissions through the procedures established and required by the Sponsored Programs Administration (SPA) Office.


ADDITIONAL DUTIES & RESPONSIBILITIES - Senior Awards Negotiator
  • Advise internal and external constituents, and SPA colleagues as a subject matter expert for various complex agreements-such as international collaborations, "reverse" subawards, subawards, SBIR/STTR-related agreements, data use, and data licensing contracts.
  • Document, update, and maintain internal research administration database system, noting the specifics of each negotiation, including unresolved issues, institutional approvals and clauses of concern.
  • Develop and present agreement templates, training, communications, and tools to facilitate the ability of sponsored programs staff, university faculty, and research administrators to obtain and manage sponsored awards.
  • Assist in developing policy, communications, and tools to facilitate the ability of sponsored programs staff, university faculty, and research administrators to obtain external sponsorship, manage sponsored awards, and maintain institutional regulatory compliance.
  • Serve as the primary liaison for onboarding new members of the Negotiation Team and assist in new hire training.
  • Develop and deliver presentations at SPaRC, NCURA and other training opportunities.
  • Act as resource and back-up to the Assistant and Associate Director(s) of the Negotiation Team, coordinating communications with, and responding to inquiries from the Negotiation Team and others.


POSITION REQUIREMENTS AND QUALIFICATIONS:

Required:
  • Bachelor's Degree
  • Four years of experience in a complex business, academic, or government environment
  • Demonstrated ability to analyze and negotiate complex contracts
  • Well-developed organizational, analytical, and problem-solving skills with the ability to complete multiple tasks, work effectively under deadline pressure, and to successfully manage competing priorities with tact and efficiency.
  • Highly-developed customer service and communication skills and ability to work independently, but also as a member of an effective, integrated team.
  • Extensive knowledge of PC-based tools including Word (especially with tracking changes and other document review functions), Excel and database applications.
  • Ability to develop presentations and other tools to effectively communicate ideas and analyze situations.

Preferred:
  • Experience in Research Administration, preferably in an institution of higher education.
  • A working knowledge of Federal Acquisition Regulations, Office of Management and Budget Guidance for Grants and Agreements (Part 200 Uniform Administration Requirements, Cost Principles, and Audit Requirements for Federal Awards), industry policies and procedures, federal and state laws/statutes and other regulations governing research for the conduct of sponsored programs and of the University of Illinois.


ADDITIONAL QUALIFICATIONS FOR SENIOR AWARD NEGOTIATOR:

Required: 2 years of experience in research administration in a University setting. Demonstrated experience in contract negotiation and management. Excellent presentation and teaching skills. Ability to work autonomously and make informed business decisions with minimal oversight. Willingness to learn new electronic systems, and keep up with frequent updates to existing systems.

Preferred: Master's degree or JD.? Experience presenting pre-award topics. 2 years of experience in sponsored program review, negotiation, and finalization of awards and contracts within a University pre-award research administration office. Certification in research administration (CRA). Certification in research administration at the University of Illinois at Urbana-Champaign (Illini CRA).

Proposed Start Date: as soon as possible after closing date.

Salary: Commensurate with qualifications and experience.

Appointment Status: Regular 100%-time Academic Professional appointment, 12-month service basis. Eligible for full University benefits package.
