Position Summary:

Incumbent is responsible for planning, directing and overseeing all aspects of UC Irvine Health's contracting per UC Health Standards. Manages the acquisition of goods and services including medical/surgical supplies, equipment acquisition, contracting of professional/consulting services, design and/or construction services, business contracts, and purchased/maintenance services,. Ensures compliance with applicable regulations and the highest integrity in all contracting services. Responsible for obtaining optimal pricing and terms of contracts, analyzing data for purposes of comparative financial analysis and cost reduction opportunities, and generating reports and presentations on which the organization can make decisions.

Required Qualifications:

Ability to establish and maintain effective working relationships across the Health System

Ability to evaluate conditions of task assignments and make recommendations to improve, revise, and/or clarify systems, procedures, and policies, etc. to promote increased efficiency in assignments and department operations

Ability to maintain a work pace appropriate to the workload

Ability to successfully identify priorities while managing multiple assignments simultaneously

Advanced knowledge of Word, Excel, Project, PowerPoint, and other tools in the Microsoft Office

Bachelor's degree in a related field, or an equivalent combination of education and experience

Demonstrated ability to build strategic supplier alliances and other contractual relationships

Demonstrated experience analyzing complex information or problems in an objective manner and deriving logical conclusions to provide a sound basis for establishing priorities, selecting appropriate courses of action for pursuit or recommendations to others, and to resolve conflicts

Demonstrated skill in financial analysis, planning, and administration of a departmental budget

Demonstrated work experience using an automated purchasing/inventory control system

Excellent written and verbal communication skills in English

Experience using analytical, research, and other techniques. Analyzes complex situations or problems and contributes to their resolution. Builds partnerships, seeks input from others, and creates ad hoc teams as required to address challenging problems

Experience with ERP systems

Experience with the development and implementation of strategic sourcing initiatives

Interpersonal, verbal and written communication skills to clearly and effectively interact with a diverse group of individuals to secure and/or provide information to clarify situations, resolve problems, and negotiate services and/or agreements

Knowledge of products/services and their market environments within the scope of the UC system

Must demonstrate customer service skills appropriate to the job

Must possess the skill, knowledge, and ability essential to the successful performance of assigned duties

Possess strong negotiation experience

Previous lead or supervisory experience

Proven ability to compose reports, correspondence and summaries in a comprehensive organized format

Significant experience with contracting methods, including RFP development, proposal evaluations, and bidding practices

Preferred Qualifications:

Legal training and/or certification and/or degree desirable
