Primary Function of Organization Unit: The Small Business and Technology Development Center (SBTDC) is a multi-campus inter-institutional program authorized by the Board of Governors of The University of North Carolina. It functions as the Business and Technology extension service of The University System and is administered through North Carolina State University. The primary mission of the SBTDC is to support economic growth and development in the state by providing assistance to existing small and medium sized businesses and new business startups. It also has a lead role in facilitating technology development and transfer within the state's small business community. In carrying outs its mission, the SBTDC leverages significant federal, state, and private funding for its operations and is engaged with a broad range of state agencies, economic and business development resources and the constituent institutions of The University.
Essential Job Duties: The Senior Associate State Director will have senior management oversight responsibility for the SBTDC's 10 regional service centers (16 offices). Each of the regional centers is hosted by one or more of the constituent institutions of the University of North Carolina. The centers have a staff of roughly 80 professionals who provide business advisory services, education and training and technical assistance to over 12,000 business owners and would be entrepreneurs each year. The Senior Associate State Director also directly supervises three statewide program managers for the North Carolina Procurement Technical Assistance Center (PTAC), International Business Development and Technology Development and Commercialization. Each of these directors are on the staff of the Statewide Administrative Office of the SBTDC. In addition, the Senior Associate State Director will directly supervise 10 Regional State Directors nine of which are located at other institutions. The primary responsibilities of the Senior Associate State Director will include the following: * Provides direct oversight of regional center operations including supporting and monitoring overall program performance and effectiveness against established goals and milestones. * Serve as the programmatic supervisor of the Regional Center directors and participate directly in the recruitment and selection of center directors and other professional level staff at each center. * Conduct annual performance reviews of the centers and provide annual job performance reviews on each center director. * Recommend policies, procedures and systems to enhance the operations, performance and effectiveness of the regional centers. * Assist in establishing relationships within the constituent institutions and with external public and private programs and resources to support and expand operations of the SBTDC. * Serve as a member of the SBTDC's senior management team which supports the Assistant Vice Chancellor for Economic Development and Executive Director of the SBTDC. * Sits as the Director of the SBTDC during periods of absences or vacancy in the State Director position. This position will require a significant amount of travel, primarily within the State of NC.
Minimum Education/Experience: * A Master's degree in business, economics, engineering, or manufacturing technology or a closely related field plus at least eight years of business operations management, business consulting or other directly relevant experience; or a Bachelor's degree in business, economics, engineering, or manufacturing technology and at least 10 years of business operations management, business consulting or other directly relevant experience * Experience managing people, budgets and other assets / resources

Preferred Experience, Skills, Training/Education: * Master's degree in business, engineering or manufacturing technology or 5 additional years of directly relevant work experience * Ability to manage and direct people in a complex organizational system * Familiarity with the economic development infrastructure of North Carolina * Prior extension service or private sector multi-site business service delivery experience.
Necessary Licenses and Certifications: A North Carolina driver's license will be required and must be maintained as a condition of employment.
