JOB SUMMARY:

Leads the independent analysis, design, implementation, and modification of the University budget and planning system. Serves as the primary advocate of the budget system. Performs complex financial analysis and contributes as an integral team member in the Budget Office. Performs other duties as assigned.
JOB DUTIES:

Business Analysis: 50% - Essential

Directs the design, implementation, development, management, enhancement, improvement, and documentation of the University's mission-critical budget and planning system as well as special projects. Drives recommendations towards the development of new tools/solutions. Identifies current processes and procedures which are candidates for improvement and leads the creation of future configurations which lead to gains in efficiency. Leads the development of innovative solutions for budget users. Oversees programming, testing, and debugging efforts for the system.

Budget Office Liaising: 20% - Essential

Serves as liaison for the Budget Office, Clemson Computing and Information Technology, Procurement, and external entities. Manages interfaces between budget and planning systems and other University systems. Utilizes judgment in balancing financial acumen with technical expertise. Leads the coordination of system modifications and development with internal and external developers. Ensures success with consulting contracts and engagements.

Training: 20% - Essential

Oversees user engagement and training associated with the budget and planning system. Identifies new training needs and conducts classes using the latest technology. Facilitates an ongoing discussion with users regarding the budget system. Assists the Budget Office with operational activities.

Analysis and Reporting: 10% - Essential

Prepares analysis and reports, both standard and ad hoc, in support of the University, involving the collection of data, analysis and presentation.
MINIMUM REQUIREMENTS:

A bachelor's degree in computer science or a related area and experience in computer system development and modification. Relevant experience may be substituted for the bachelor's degree on a year for year basis.

BUDGETARY RESPONSIBILITIES
Monitors Budget - Does not provide input but is responsible for monitoring the departmental budget and may oversee fund allocation.
