Position Summary: This Systems Programmer / Specialist position at the Advanced level functions as the lead designer and architect for a team of sophisticated developers implementing a very complex set of data management system tools. This Systems Programmer is responsible for the architecture of very complex systems which are required to be interoperable with other systems, adhere to external security requirements and be highly efficient. The Systems Programmer serves as an expert in system design, software and hardware configuration and interdependencies and also as a strategic planner and consultant to others in the organization. He/she will provide technological assessments for strategic planning for IT systems in the organization.

Education Requirements: MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS - Bachelor's degree in Computer Science, Computer Information Systems, Computer Engineering, or closely related degree from an appropriately accredited institution; and one year of experience in operations analysis and design systems programming or closely related area; or - Associate's degree in Computer Information Technology, Computer Engineering Technology or Networking Technology from an appropriately accredited institution and two years of experience in operations analysis and design, systems programming or closely related area; or an equivalent combination of education and experience. Advanced level requires an additional two years of education or experience.

Qualification and Experience: Essential Qualifications: *At least five years of professional work experience designing and developing complex software using Java to build complex, high-availability web-based applications. Experience with all levels of the backend software stack. *At least three years of professional work experience in JavaScript programming. *Extensive experience with database management systems and SQL. *Ability to analyze technical requirements and design applications to meet the requirements. *Excellent interpersonal, oral, and written communication skills. *Demonstrated ability to work effectively independently with general guidelines and little supervision as well as in a collaborative team environment working with strict development requirements and guidelines. *Experience supervising and evaluating the software development work of other developers. Preferred Qualifications: *Experience implementing web applications using programming frameworks such as Spring and project development tools such as Maven. *Experience programming with front-end JavaScript frameworks such as React. *Experience designing RESTful application programming interfaces and implementing web services. *Ability to analyze technical requirements and plan and design applications to meet the requirements
