Job Responsibilities:

 

The Citadel, the Military College of South Carolina is accepting applicants for a Treasurer in the Treasurer’s Office. Under minimal supervision, this person is to perform professional accounting duties, supervising the review and analysis of financial transactions at The Citadel involving billing/receipting/controlling cash and management of accounts receivable collections. Is responsible for managing the operations of the Treasurer’s Office.  Will coordinate outreach and communication plans for the office with all campus constituencies, ensures that students receive excellent customer service through counter operations, phone systems, web pages, Banner web, TouchNet student payment gateway and TouchNet ebill.  In addition to managing a staff, office budget and purchasing card programs. 

Must be able to interact with complex financial system and develops policies and procedures for offices working with the system. Directs the credit card operations for the campus; as well as works with campus offices, State Treasurer’s Office, bank and Merchant Provider to set up and operate credit cards within a PCI compliant and State of South Carolina approved environment.  Develops reports using COGNOS to support office activities and account reconciliation; serves as the liaison with the external and internal auditors, college offices and third parties regarding audits and information requests. 

Develops and enforces cash handling, charging, petty cash and refunding policies and procedures that meet Federal Title IV, State of South Carolina and Citadel regulations. Prepare and distribute 1098 tax forms annually for all students. Manage the Banner student and non-student accounts receivable functions. Expedite the collection of all receivables. Supervise the calculation and distribution of bills for all Cadets and CGC students.

 

Minimum Qualifications:

Must have a Bachelor's Degree in Business Administration or related field AND four (4) years’ experience in private or public accounting OR an Associate’s Degree in Business Administration or related field and six (6) years’ experience to INCLUDE two (2) years of supervisory experience. The ability to work independently is required and discretion in dealing with individuals regarding financial matters is required. The Treasurer must demonstrate the ability to interpret and apply complex regulations and guidelines.

 

Preferred Qualifications:

Knowledge of fund accounting and collection procedures is preferred.
