The Information Trust Institute at the University of Illinois at Urbana-Champaign (UIUC) seeks applicants for the position of Research Program Manager or Senior Research Program Manager. Reporting to the Senior Program Manager, the Research Program Manager or Senior Research Program Manager will plan, manage and oversee the transition to practice and/or transition to market of research outputs of the Critical Infrastructure Resilience Institute (CIRI) to ensure that the specified goals, objectives, and expectations of the Department of Homeland Security and CIRI are met. Specific duties and responsibilities include:

  • Manage the planning and implementation of the CIRI technology transition plan, including developing and maintaining relationships with the subcontractors under the grant.
  • Establish goals and maintain timelines to ensure that resources are directed efficiently.
  • Ensure the early identification and tracking of technology transition opportunities.
  • Develop technology transition plans for research projects and manage their implementation, including market analysis, intellectual property assessment, commercialization strategies and market sustainment activities.
  • Plan and participate in technology transition gate reviews.
  • Create, write, and edit quarterly and annual reports, as required by the sponsor.
  • Participate in project reviews, workshops, conferences and outreach events, as required.
  • Create budget/expenditure projections in connection with CIRI leadership.
  • Respond to financial requests from sponsor, including monitoring funding levels.
  • Create presentations using independent judgment.
  • Disseminate information to stakeholders.
  • Coordinate outreach activities with sponsor, other government agencies, private sector end users and potential commercialization partners.
  • Other duties as assigned.


Minimum Qualifications:

Research Program Manager:
  • Bachelor's degree.
  • Three or more years of professional experience.
  • Experience in a complex business, academic, research or government environment.
  • Experience managing projects.
  • Excellent communication, organizational, analytical and problem-solving skills.
  • Ability to be self-motivated, work independently, exercise good judgment and prioritize is required.

Senior Research Program Manager:
  • Bachelor's degree.
  • Five or more years of professional experience, with at least a portion of this experience in technology transfer.
  • Experience in a complex business, academic, research or government environment.
  • Proven project management and organizational skills.
  • Excellent communication, organizational, analytical and problem-solving skills.
  • Ability to be self-motivated, work independently, exercise good judgment and prioritize is required.


Preferred Qualifications (for both levels):
  • Master's degree preferred. (For senior-level candidates, a Master's in technology, business or related field, or a JD is preferred.)
  • Familiarity with technical concepts and terminology such as cloud computing, cyber security, and information assurance.
  • Understanding of legal concepts associated with business formation and intellectual property.
  • The ability to work directly with researchers, government representatives, industry representatives, publishers, vendors, and others in this area.
  • The ability to work independently and see projects through to completion.


The Research Program Manager or Senior Research Program Manager position is a full-time, benefits-eligible academic professional position appointed on a 12-month service basis.
