Associate Vice President, Facilities Development & Operations

Job Description Summary:
Responsible for leading and directing the strategic, operational and developmental planning for all campus facilities to support the mission of the University

Specific Duties:

Capital Planning:
Responsible for creating and maintaining an institution-wide multi-year capital construction/improvement plan for the purpose of understanding and preparing for University enrollment growth and academic change. Prepares requests for proposals for outside services; manages the consultant selection process; negotiates contracts; plans, schedules and directs the work of consultant teams in preliminary engineering, engineering design and construction services; reviews engineering reports and specifications; coordinates work with the City’s construction inspector, project engineer and the contractor during construction.

Capital Construction:
Oversees the development of specifications for facilities construction, repair and modification projects as assigned (e.g. educational specifications, permits, project schedules, cost analysis, permits, purchasing/bid time and construction, etc.) for the purpose of providing them to architects, contractors, specialists, construction management firms, etc. for selection and awarding of contracts. Evaluates potential sites and/or condition of existing locations for the purpose of determining construction and/or renovation requirements and ensuring that locations decided upon meet all project needs, requirements and specifications. Inspects and/or assists in inspecting all aspects of construction (e.g. exterior, interior, walls, electrical, roof, concrete, paint, etc.) for the purpose of ensuring compliance with plans, specifications, and local codes and ordinances. Serves at Project Director for all Capital Projects.

Capital Finances & Operations:
Maintains a variety of manual and electronic files and/or records (e.g. architectural publications, material samples, job related communications, etc.) for the purpose of providing up-to-date reference and complying with regulatory requirements and established guidelines. Monitors project activities (e.g. costs, time and materials, schedules, budgets, change orders, etc.) for the purpose of ensuring Institution objectives are achieved within budget and timeframes and in compliance with established requirements.

Facilities Management:
Provides general oversight and direction for the Facilities Management operation. Ensures outstanding customer service in all Facilities Management operations, programs, and services. Advises and directs management in the Life Cycle Equipment Database, Deferred Maintenance Database, and Building “Total-Cost-Of-Ownership” Database. Works directly with landlords/lease holders for facilities upgrades and/or operations ensuring business continuity for University programs housed/operating within these spaces. Oversees all campus maps and building maps; communicates all changes to Human Resources, Strategic Enrollment Communications and OIT for processing.

Develops, negotiates, and oversees P3 relationships with third parties (real estate advisory services, developers, investors, contractors, operations, etc.) for the development of University properties for revenue purposes.

City of La Verne:
Maintains cordial and open working relations with City staff. Coordinates all University paperwork with the Department of Community Development including, but not limited to: building permits, occupancy permits, street closures, University special events and programs, Old Town Merchants Association. Provide reports, data and presentations to both the City Planning Commission and City Council as needed.

Co-chairs University Sustainable Campus Consortium Committee; directs all University sustainability reporting including Second Nature and Presidents Climate Commitment (APUCC); provides sustainability data for University marketing, rankings, and other related promotional materials. Manages all University solar facilities, electric car charging stations, and other sustainable practices.

Physical Access & Life Safety Systems:
Oversees all University safety systems contracts, testing and certifications/inspections including, but not limited to: University Fire Alarms, Fire Suppression Systems (hoses, extinguishers, etc.), Elevator safety systems, as well as University emergency equipment, supplies and resources. Represents the University with City of La Verne Fire and Police Departments.

Minimum Qualifications:

A Bachelor’s degree in Architecture, Civil Engineering, Construction and Building Management or related degree. Graduate degree desirable.

Registration as a professional engineer/licensed architect desirable.

Facilities/construction business and work experience or similar project management, preferably in a University environment.

5 years strong experience with managing capital planning and/or facilities processes and/ or teams and renovation/construction projects.

7 years experience overseeing major construction/ renovation projects, preferably in a university environment

Experience with AutoCAD

Knowledge of California Building Codes

Deep understating of blueprints and construction drawings.

Knowledge of Master Planning (CEQA, EIR, etc.)

Preferred Qualifications:
Experience with public & private partnerships Experience with Land development processes
