Emergency Management Coordinator The emergency management coordinator develops and supports emergency preparedness activities for the University of Miami emergency management program. More specifically, the emergency management coordinator will directly support how the University mitigates against, prepares for, responds to, and recovers from all-hazards. Core Job Functions1. Develops and facilitates training programs and organizes drills to prepare staff for how to respond to major emergencies and disasters.2. Conducts periodic hazard/risk analysis to assist in updating and distributing the emergency response plan.3. Creates and manages campus and University emergency response, continuity, and other plans that define how the University mitigates against, prepares for, responds to, and recovers from all-hazards.4. Maintains disaster equipment and supplies and ensures that all disaster resources are easily accessible and available for rapid deployment following a disaster. 5. Acts as liaison to local fire and police personnel and other external parties likely to have either a response or support role following a disaster.6. Provides oversight of campus emergency management programs.7. Adheres to University and unit-level policies and procedures and safeguards University assets.This list of duties and responsibilities is not intended to be all-inclusive and may be expanded to include other duties or responsibilities as necessary. Department Specific FunctionsAs assigned by the Director, the Emergency Management Coordinator will be responsible for the following department specific functions:
Emergency Management Training: Coordinate, schedule, and maintain all emergency management training programs as well emergency management committee meetings. Ensure individuals are trained and prepared to fill critical roles outlined in the University’s Comprehensive Emergency Management Plan and maintain the appropriate records for all trained individuals.
Emergency Operations: Assists the Director and serves in a management capacity during response to real world incidents, emergencies, disasters, and pre-planned events. Serves in a leadership capacity during activation of the Emergency Operations Center (EOC).
Emergency Management Exercise Program: Develop and manage the UM emergency management exercise program, to include budgeting, planning, and coordination with external agencies. Ensures University exercises are compliant with the Homeland Security Exercise and Evaluation Program, Clery Act, and all other applicable laws and standards. Works with the Director of Emergency Management, campus emergency managers and hospital emergency preparedness managers/safety officers to develop and facilitate emergency exercise scenarios and logistics. Develops after action reports and improvement plans following all exercises and actual emergencies.
Emergency Planning: Assist with creation, management and updating of emergency management plans, policies, procedures, and associated documents. Develops and implements processes, tools, systems, and metrics to assess the success of existing plans. Supports unit level response and continuity plan development.
Emergency Management Technology: Assists with ensuring the operational readiness, future development, and integration of the University's Emergency Notification Network (ENN). Ensures the operational readiness of the Emergency Operations Center (EOC). Researches and recommends new services and technologies to improve the level of preparedness for the University.
Additional Duties: Assists the Director with developing, administering, and directing the University's comprehensive, all hazards emergency management program. Supports the Director with the oversight of administrative and operational functions of the department.
Essential Status: This position is considered essential. Essential personnel may be assigned to work at any time the University suspends normal operations. During a suspension of normal operations, essential personnel provide services that relate directly to the health, safety, and welfare of the University.
