About the Position
The Chief Engineer manages the operations and maintenance of the University's Central Energy Plant and Utility Infrastructure comprised of an approximate 6 MW cogeneration until (Allison 501 Cheng cycle Series 7), large capacity central plant chillers, thermal energy storage system, auxiliary boiler plant and high voltage substation and medium voltage switchgear and distribution infrastructure. Also included is the steam, condensate and distributed chilled water pumping systems, up to and including the interface to the customer connection in the campus buildings. The Chief Engineer operates and maintains the central utility SCADA and DCS systems located in the plant. The Central Plant provides and monitors continuous and uninterrupted delivery of electrical and thermal energy to more than 50 buildings through a variety of distributed piping and control networks.
Special Emphasis for the Chief Engineer is on operations and maintenance of the co-generation and electrical distribution systems. This manager supervises operating engineers whose primary role is operation and maintenance of central plant cogeneration equipment and auxiliary systems. The power plant operators provide 24/7/365 monitoring of and building interface systems, including monitoring of SCADA, DCA, CECMS and BMS systems. Power plant operator's record, dispatch alarms and system troubles accordingly. The Chief Engineer coordinates with the Director of Energy, Utilities and Sustainability to assure building medium voltage electrical services are properly maintained. The Chief Engineer initiates electrical switching orders and operating procedures to assists the Director on implantation of maintenance on the campus high and medium voltage electrical systems.
The Chief Engineer ensures responsive, timely and thorough responses to the needs of the University community; Provides cooperation and loyalty to a higher authority and peers, as well as subordinates; Encourages subordinates to take greater personal responsibility; and provides emphasis on cooperation and liaison with the University as a service organization.
This is a position in the CSU - Management Personnel Plan (MPP), and serves at the pleasure of the President. This position will require adherence to University compliance training such as: Conflict of Interest and Ethics, AB 1825 Sexual Harassment Prevention, Information Security, and Injury and Illness Prevention Program. The person hired for this position may be required to complete an outside employment disclosure statement in accordance with Title V of the California Code of Regulations.
Education and Experience
-A minimum of five years of experience in utilities operations and management, with at least 3 years of progressively responsible full-time experience operating a cogeneration plant, boilers, and chillers required.
-High degree of proficiency in central plant operations, mechanical systems, electrical systems, electronic circuitry, energy management, and equipment associated with utility distribution required.
-Budget and personnel management experience is essential.
-Four-year college degree or equivalent training in related field
-Experience in electrical or mechanical engineering in conjunction with the 5 years of work experience in the field
-Experience writing construction specifications
Knowledge, Skills & Abilities
-Demonstrated high degree of proficiency in central plant operations, mechanical systems, electrical systems, electronic circuitry, energy management, and equipment associated with utility distribution.
-Ability to interpret technical procedures or regulations.
-Ability to write reports business correspondence, and procedure manuals.
-Ability to effectively present information and respond to questions from groups of managers, customers, and the general public.
-Ability to work with mathematical concepts such as probability and statistical inference, to apply concepts such as fractions, percentages, rations, and proportions.
-Ability to define problems, collect data, establish facts, and draw valid conclusions and to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with multiple abstract and concrete variables.
-Ability to write control programs, use calculator, use and read meters, gauges, recording devices,.
-Ability to resolve problems dealing with employees.
-Ability to troubleshoot complex cogeneration, auxiliary, and thermal equipment and system problems.
-Ability to obtain certification as needed for changing regulations for plant operation.
-Knowledge of local permitting requirements
