Department Overview
The University of North Texas seeks a seasoned professional with in-depth experience and expertise in pre-award and post-award functions for contracts, grants, and other sponsored projects awarded to the university. This position works to cultivate and enhance the University's financial accountability for sponsored awards. The successful execution of this role requires excellent communication and relationship building skills, a strong working knowledge of best practices for accounting and complying with federal cost principles, understanding of accountability requirements of federal funding agencies and other funding sources, and an appreciation for higher education's complex relationship with federal and state government agencies. This role requires an ability to collaborate and build successful internal and external partnerships.

This position leads the Office of Grants and Contracts Administration and reports to the Vice President of Research and Innovation. This person will work closely with General Counsel, Controller, and Budget Offices, along with other internal stakeholders to implement the laws, statutes, rules and regulations promulgated by the Federal Government, State of Texas, University of North Texas and the various funding agencies governing the contracts and grants awarded to the university. The position will serve as a liaison with a variety of agencies and professional groups to keep abreast of current developments and to ensure compliance with relevant laws and regulations. The incumbent will bear responsibility for - and make decisions in conformance with - University, State and Federal policies, as well as Uniform Guidance and Cost Accounting Standards, General Accepted Accounting Principles (GAAP) and National Association of College and University Business Officers (NACUBO) guidelines, policies and regulations.

Job Description
Responsibilities for the Assistant Vice President include, but are not limited to:

* Coordinate campus grant and contract proposal submissions by supervising the pre-award operations
* Oversight of contract negotiation and execution, in coordination with the UNTS Office of General Counsel, including authorized institutional signatory for contracts under $500k
* Ensure that all proposal submissions and awards adhere to federal, state, university and sponsor guidelines
* Implement and establish internal controls for an effort reporting system to certify that salaries charged or cost shared to sponsored awards, are reasonable and consistent with the work performed
* Advise principal investigators, departmental staff, and college administrators on university, state and federal guidelines governing expenditures and other award activities
* Train principal investigators, departmental staff, college research offices, and other internal stakeholders on compliance with Uniform Guidance, Federal Cost Accounting Standards, and other applicable University, State, and Federal policies
* Control, oversight, financial, and documentation training of sponsored projects to all University staff/faculty having financial interactions on sponsored programs
* Work with research personnel within academic colleges and other affected units to ensure that processes and procedures are in place whereby expenditures are reviewed for allowability, allocability, reasonableness and consistency with funding agency regulations
* Ensure the accuracy of all recorded Grant and Contract financial data, in the university enterprise information system, including account attributes, budgets, direct and indirect expenses, expended effort, revenues, and cost sharing
* Oversee the management of awards for compliance with sponsor's financial guidelines, including the preparation and submission of invoices, financial reports, or other reports as required by sponsors
* Provide financial reports and reporting tools to principal investigators and research personnel within academic colleges as needed to assist in award oversight
* Oversee accounts receivable, cash management and necessary follow-up with sponsors to collect and deposit payments for sponsored projects, including expediting overdue payments and negotiating or recommending legal action, when necessary
* Oversee the close-out activity for sponsored projects, including transferring of residual accounts
* Assist internal and external auditors with data requests and reports
* Maintaining and monitoring records, encumbering, invoicing and processing payments associated with the University subcontractors
* Work collaboratively with other UNT service units having sponsored project or university fiscal responsibilities
* Supervise preparation and dissemination of annual reports of university sponsored programs activity

Minimum Qualifications
The successful candidate will possess the following required qualifications:

* Master's degree in an appropriate area of specialization and eight years of relevant experience; or a bachelor's degree in an appropriate areaand ten years of relevant experience.

Preferred Qualifications
The preferred candidate will possess the following additional qualifications:

* Extensive experience and knowledge in coordinating and supervising federal financial reporting requirements at a research university, including 2 CFR Part 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards), NSF Proposal and Award Policies and Procedure Guide, and Federal Acquisition Regulations preferred.
* Previous experience in all aspects of pre-award and post-award services preferred.
* Certified Public Accountant or other related certification.
