General Summary

Illinois State University seeks an experienced Labor Relations professional to provide strategic and operational leadership to the Labor Relations and Academic Employee Relations unit within the Office of Human Resources. The Director will serve as a member of the Human Resources Leadership Team and supervise one Labor Relations Specialist along with planning, negotiating, and administering the labor contracts for 15 bargaining units covering more than 650 Civil Service employees and 400+ Non-Tenure Track Faculty. The unit also serves as the primary contact for supervisory staff regarding performance issues for Administrative Professional staff, Faculty Associates, Non-Tenure Track Faculty, and Graduate Assistants. 

This leadership opportunity presents several exciting dynamics. The Labor Relations and Academic Employee Relations unit has recently added a Labor Relations Specialist to provide professional level support to the Director. The incoming Director will also benefit from the opportunity to work alongside the current Director until his retirement later this calendar year. This extended overlap period and added position, coupled with an established collaborative labor/management relationship should help ensure a smooth leadership transition. 

The duties performed in this role are professional, sensitive, and related to public relations. Extreme judgment is required for union contract negotiations, grievance administration, and discipline. The incumbent must be able to shift priorities quickly. Problem resolution, research/investigation, analytical, and persuasive skills are vital in this role.

Required Qualifications

1. Bachelor's Degree in a field related to labor relations or human resources. 
2. A minimum of 10 years of progressively more responsible experience working in a complex labor relations environment. 
3. A minimum of 5 years' experience serving as a chief spokesperson for union negotiations for multiple bargaining units in a complex labor relations environment. 
4. A minimum of 5 years' experience administering collective bargaining agreements, including contract interpretation and grievance processing, in a complex labor relations environment. 
5. A minimum of 5 years' experience administering performance management, including coaching and counseling supervisors on discipline steps up to and including the termination/discharge process, for a significant case load. 
6. A minimum of 5 years' experience supervising staff. 
7. Must be emotionally intelligent and capable of remaining professional while experiencing/observing angry or emotional outbursts. 
8. Must be capable of exercising professional judgment on a consistent basis. 
9. Must be comfortable working with ambiguity. 
10. Must have strong oral and written communication skills. 
11. Must have the ability to organize, analyze and interpret data and have strong attention to detail. 
12. Must have the ability to effectively manage multiple priorities on a daily basis. 
13. Must have the ability to manage constant interruptions and shift priorities as problems arise. 
14. Must have the ability to meet deadlines, work independently, and be a self-starter. 
15. Must have adequate keyboarding skills to allow for the efficient creation of work products. 
16. Must have the ability to use Microsoft Office Outlook, Word, Excel, Access and PowerPoint. 
17. This position is Security Sensitive and subject to a criminal background investigation based on University policy. Employment is contingent upon you passing a satisfactory criminal background investigation. You may not begin work until the criminal background investigation results have been received and cleared by Human Resources.
