Vice Chancellor Finance & Administration and Chief Financial Officer

Position Overview

Houston Community College System (HCCS) --- a unified system of academic college education, career and technical education, adult education, distance learning, customized business / industry instruction with on-site workforce training to advance the business community, and international educational partnerships --- is seeking a Vice Chancellor Finance & Administration and Chief Financial Officer for this expansive college system with 23 operating locations and 4.5 million square feet of space. Chosen leader will advance the institution's proud tradition of excellence in academics, student life, and community service.

Reporting to the Chancellor and serving as a member of the Chancellor's Cabinet, the chosen executive will provide effective administration and operational management of Houston Community College System (HCCS) to achieve strategic objectives. This position serves as the Chief Financial Officer and will provide executive leadership and supervision of the finance and administration functions of the System.

Leadership/Management

• Executive acumen to provide leadership through the system's offices for or coordinate through the departments reporting to this position, the finance and administration functions within the institution. Skill to initiate, prepare, and maintain all correspondence, reports, and studies necessary or appropriate to the position. Proven record to ensure compliance with budget and financial controls.

• Leadership presence and skills to oversee and orchestrate the following system-wide areas among others:

o Facilities and CIP

o Finance and Business Services

o Talent Engagement

o Financial Aid

o Police

o Procurement

• Expertise to provide input to the Chancellor for the appraisal of his/her direct reports, and support and advise the Chancellor as appropriate. Track record demonstrating the skill required to manage significant financial and human resources decisions.

Community Development

• Expertise to provide input to the Chancellor for the appraisal of his/her direct reports, and support and advise the Chancellor as appropriate. Track record demonstrating the skill required to manage significant financial and human resources decisions.

• Sensitive to the needs of the community, with willingness to participate in community programs and activities that the college is supporting or in partnership with in an effort to ensure strategic plans and budgets are in line with established goals and objectives.

Economic Development

• Work with community, business, educational, and other organizations to improve the educational and financial well-being of the community.

Finance

• Expertise to serve as the Chief Financial Officer of HCC. Ability to develop long-term operating strategies to fund enrollment growth, educational programs, and facilities. Skill to formulate and recommend to the Chancellor policies and procedures governing institutional financial activities. Leadership acumen to assist the Chancellor in fostering economy throughout the Houston Community College by the most efficient and effective use of allocated funds. Experience and skill to assist the Chancellor in the supervision and monitoring of expenditures of all Houston Community College funds. Record of performance excellence to assume performance responsibility for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that operations are effectives and efficient, assets are safeguarded, financial information is reliable and compliant with applicable law, regulation, policies and procedures.

Human Resources

• Ability to develop and manage human resources, including policy and organizational development. Skill to provide leadership and authority in the hiring, training and evaluating of personnel directly responsible for the position. Proven capability to manage direct reports in regard to: recruiting and selection; hiring and termination, training, development, mentoring, counseling, and performance evaluations.

Marketing

• Skill and experience to collaborate with other members of the executive team to develop and advance a positive brand and image of the college in the community.

Strategic Planning/Assessment

• Ability to assist the Chancellor in strategic planning and implementation of institutional goals. Expertise to develop core processes as necessary and ensure they are in place to affect the implementation of the strategic plan. Skill to formulate appropriate strategies to deliver the strategic plan and monitor its effectiveness.

Teamwork

• Leadership presence and executive skill to support the Chancellor in implementing and communicating the institution's overall vision, mission, goals, and strategies. Demonstrated commitment to collaborative decision-making, results-based management, continuous improvement and student/customer service in an environment conducive to teamwork and mutual support.

Education and Experience

• Master's degree in Business, Finance, Accounting or related field required. Doctorate preferred. CPA preferred. Twelve (12) years of experience at a senior or executive level management position required. Higher education or public-agency administration experience preferred.
