Overview

The Office of Finance and Treasury has established a new Office of Costing, Analysis, and Policy in order to expand our expertise and capacity in the areas of federal costing; compliance with federal cost regulations and University policy, with a focus on Facilities & Administrative (F&A) costs, recharge centers, and OMB Uniform Guidance; analysis of employee benefits cost trends with an emphasis on medical costs; and broader areas of costing including national issues such as the costs of education and research.

The analyst will be responsible for a range of cost analysis and cost compliance issues, with emphasis on federal sponsored research, OMB Uniform Guidance, and employee benefits. This individual will play an important role in the development and oversight of costing policies. The analyst will provide financial oversight of the University's employee medical, prescription drug, and life insurance programs, and of the Student Health Plan; supports projections of the employee benefits rate and the annual benefits rate proposal to the federal government; and conducts ad hoc costing projects as assigned.

Responsibilities

Facilities & Administrative (indirect) costs

Reporting to the Director for Costing and Analysis, the analysts develop the F&A rate and proposals, including coordination with other University units and outside consultants

Uniform Guidance and audit support

Key member of interdepartmental team that reviews and responds to audit findings and compliance issues; policy oversight, maintenance, and improvement; helps maintain our federal Disclosure Statement (DS-2).

Recharge Centers

Conducts annual reviews of service center and recharge center rates for compliance with federal and University policies; reviews requests for new recharge centers.

Employee Benefits

Oversees annual rate submission to federal agency; handles internal and external audits of employee benefits costs; monitors consistent treatment of benefits costs with respect to the Uniform Guidance; analyzes data on medical and prescription drug trends to support out-year benefits rate projections; tracks and projects staffing growth primarily as it relates to benefits costs.

Qualifications

Essential Qualifications
  • Bachelor's degree
  • Three to six years of relevant experience
  • Demonstrated expertise in downloading and analyzing large sets of data
  • The ability to understand and apply complex regulations, including federal regulations, within a university setting
  • The ability to deal with sensitive confidential information with discretion and tact, and to work in a deadline-driven environment
  • Excellent written and oral communication skills
  • Advanced Microsoft Office suite skills
  • Demonstrated ability to balance multiple assignments and adjust readily to changing organizational priorities

Preferred Qualifications
  • Advanced degree
  • Familiarity with PeopleSoft financials or similar ERP system
  • Experience in sponsored project administration in a large, complex environment (preferably higher education or health care)
  • Familiarity with OMB Uniform Guidance
