GRANTS MANAGER A/B
Duties: The Grants Manager will independently provide all pre and post award research and financial administration to all Principal Investigators in the Department of Clinical Sciences and Advanced Medicine, many with diverse and complex sponsor portfolios. Coordinate, manage and track the entire proposal submission process including proposal development, budget preparation, management of subawardee requirements and all other related pre-award activities. Manage all post award activities including account set up, monitor all grant expenditures for compliance and accuracy, in addition to fund projections and analysis. Work with payroll coordinators to ensure proper salary allocations for faculty and staff effort. Monitor and enforce compliance with sponsor guidelines. Identify wayward transactions and take corrective action. Create, manage and track subcontracts and follow up through execution; generate PO, track and maintain expenses; review/validate incoming invoices; enter receipts; reconcile to ensure consistent spending. Create Child Records for specific projects that have received additional funding and process sponsor amendments for negotiation and final signatures. Generate and distribute monthly grant reports to PIs and meet regularly to review and advise them on financial and administrative issues relating to their portfolios. Ensure efficient, accurate and timely grant closeouts. Assist the school's Clinical Trial Division with proposals and work closely with the Director and Contracts Negotiator in PCI to have agreements finalized and processed. Manage and track clinical trial invoicing and payment schedules. Provide advanced analytical support to principal investigators, leadership in the department and other constituents as requested. Initiate the process of Non-Monetary Agreements through the Research Inventory System (RIS) including requests for Material Transfer Agreements, Non-Disclosure Agreements, Collaborative Research Agreements, Data Use Agreements and Equipment Loan & Service Agreements. Assist PIs with Federal Progress Report submissions through ERA Commons. Serve as a resource for faculty regarding the NIH FCOI process and as Pre and Post Reviewer for Effort Reporting. Responsible for the coordination of Space@Penn and update account and user information in Cell Center, DNA Sequencing Center and other University Cores. Provide recommendations to improve business processes and procedures.
Qualifications: Grants Manager A: BA/BS degree with a minimum of 3 - 5 years of grant and contract administration or an equivalent combination of education and experience required. Proficiency in spreadsheet and database programs, experience in university financial and research administration systems preferred (Business Objects, PennERA, Ben Financials, etc). The successful candidate must be able to communicate effectively with PIs, which includes enforcing guidelines and protocols in a diplomatic and assertive manner. He/she must be able to switch gears depending on processing and/or project deadlines; demonstrate a pro-active work style with strong follow up skills. This individual should have a strong knowledge of and competency with compliance issues related to the management of both federal and non-federal sponsored research including industry clinical trials involving companion animals.
Grants Manager B: same as above, 5 - 7 years of experience required.
