Job Responsibilities:

The Citadel, The Military College of South Carolina is accepting applicants for an Associate Procurement Director in the Office of Procurement. This person will  assist the Director of Procurement and Supply in planning, coordinating and directing all college material management functions, including procurement, warehouse operations, receiving, delivery, central stores and property control.  Will assist in the administration of compliance with the SCCPC in all purchasing activities, provides all procurement services within the agencies delegated authority of $500,000.00 in goods and services, information technology, and consultant services. Exercises award authority up to $250,000.00. Assist in training for all departments/activities in the use of the computerized purchasing system Supervises administrative and Purchasing Card functions and personnel; delegates tasks based on priorities and manages the HR requirements for supervised personnel. Performs all purchasing for assigned areas of responsibility and advises administrators, faculty and staff regarding state and procurement procedures and policies. Develops and performs Procurement training modules for campus, as necessary and responsible for staying abreast of new technology.

Acts for the Director and represents department and agency in procurement and supply matters in his absence;  consults with Director on establishing performance metrics.   

 

Minimum Qualifications:

Must have a B.S. in Business or related field with at least five (5 )years procurement and contract experience. Must possess professional procurement certification and be able to obtain a C.P.P.O. (Certified Public Purchasing Officer) or C.P.M. (certified Purchasing Manager) designation within 6 months of employment. Position requires superior communication skills and the ability to develop and apply policy. Knowledge of rules, regulations and provisions of the SCCPC; knowledge of procurement management principles; ability to identify and analyze factors related to the awarding of contracts; ability to train other personnel and supervise their work; ability to establish and maintain good working relationships; ability to communicate effectively. Must be able to speak in front of groups. Must have working knowledge of Windows XP Office suite and report writing programs.

Preferred Qualifications:

Extensive knowledge of the SCCPC (South Carolina Consolidated Procurement Code).
