Nature and Purpose of Position:
The Contract Manager performs highly complex (senior-level) contract management, and is responsible for meeting with and guiding all departments on the Lamar University campus with contract policies and procedures as directed by the State of Texas, The Texas State University System and Lamar University. Works directly with the Purchasing department assisting in the development of Request for Proposals and other competitive selection processes, assists in developing Statements of Work for multi-level contracts. Observes the purchasing procedure and once an award is made assists Purchasing in creating the contract to define all the expectations and deliverables agreed upon between the proposer and the University. In addition, works with all existing contracts for renewals and/or amendments. May plan, assign and/or supervise the work of others.

Primary Responsibilities:
The Contract Manager is responsible for such functions as but not necessarily limited to the following:

  • Oversees the development and/or develops contracts identifying provider resources, describing services to be rendered, evaluating information supplied by vendors, interfacing with customer/vendor contracting personnel and negotiating contract specifications.
  • Ensures compliance with contract administration policies and procedures.
  • Participates and assists with the facilitation of purchasing related meetings such as kick-off and pre proposal meetings, post-award conferences, team briefings, and evaluation scorings.
  • Oversees the monitoring of and/or monitors legal and regulatory requirements pertainingto contracting.
  • Provides guidance to departments regardingthe monitoring of contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies.
  • Serves as the Contract Manager for campus wide contracts under the Vice President for Finance and Operations such as the food vendor contract, the pouring rights contract, and the bookstore contract.
  • Coordinates the risk assessment process for contract monitoring and planning.
  • Identifies contract management trainingneeds and determines how trainingshould be provided/conducted for end users.
  • Maintains a central archive of electronic files of all contracts.
  • Works with General Counsel's office for contract legal compliance.
  • Performs other related duties as assigned.

    Additional Department Summary:
    Work involves developing and evaluating a broad range of contracts. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgement.

    Minimum Qualifications:
    Minimum Qualifications:

    Skills and Knowledge:
    Experience in developing procurement-related contracts. Knowledge of state agency purchasing methods and procedures, and knowledge of laws governing state purchasing operations and contract management.

    Advanced knowledge of Microsoft Office, Adobe Acrobat Pro, Ellucian Banner operating system or related financial management software, and SciQuest/Jaggaer electronic procurement software.

    Ability to evaluate contracts and recommend future status; to interpret policies, procedures, and regulations;to evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements;to write and edit contract requirements and specifications;to negotiate provisions of a contract.

    Ability to communicate effectively,to work under pressure to meet deadlines, to prioritize and respond to a high volume of requests and meet deadlines in a timely manner.

    Education and Experience Requirements
    Bachelor’s degree from an accredited college or university; and
    Five (5) years of experience with State of Texas contract management procedures with an institution of higher education or related experience.

    Additional Required Specifications
    Must have a valid Texas driver’s license and motor vehicle driving record acceptable to the university’s insurance carrier.

    Working Conditions/Work Schedule
    Typical schedule is M-F 8am-Spm;with some after-hours work during inclement weather, emergencies,or other University work curtailments or closures.

    This position supports essential functions of campus operations and the incumbent may be expected to report to work during inclement weather,emergency and other University work curtailments or closures.

    Preferred Qualifications:
    Preferred Qualifications:
    More than five (5) years of experience with State of Texas contract management procedures with an institution of higher education.

    Certified by the State of Texas as a Certified Texas Contract Manager {CTCM) or a specialized certification such as Certified Texas Procurement Manager (CTPM), Certified Commercial Contracts Manager {CCCM), Certified Federal Contracts Manager {CFCM), or Certified Professional Contracts Manager {CPCM).
