Director of Geospatial and Information Technology

Job Purpose
The Division of Innovation and Applied Research (Division) invites applications for the position of Director of Geospatial and Information Technology with the Center for GIS in the Division of Innovation and Applied Research (Division). This position requires an enthusiastic, visionary, and innovative leader with a sustained commitment to scholarship and research, with a collaborative and empowering leadership style, and the capacity to be an ambassador for the Division and GIS team providing recommendations that includes cross discipline solutions. Building upon the collaborative culture within academia and the Division, the Director will serve as an advocate for the mission, shared goals, values, and needed resources within the Division, and will represent the Division across campus and in the community. This position will provide thought leadership in the geospatial information technology arena, direct technical staff, and direct the technical approach. The Director will also be responsible for ensuring the successful completion of service contracts and research grants; maintaining fiscal oversight of budgets; and recommending multidisciplinary solutions.

The position is set as a 3-year term with an option to renew and is accompanied with a faculty adjunct appointment, to start July 2018. The successful candidate will work directly with the Applied Research and Technical Services team and will report to the Executive Director of Applied Research and Technical Services.

Description

  • Strategic Management: Set and achieve key performance indicators, while fostering an environment which promotes teamwork and collaboration.
  • Technical Management: Develop and oversee the implementation of proposals and grant/contract applications, which meet required sponsor needs and employ current technology solutions.
  • Business Development and Outreach: Establish, maintain, and develop new relationships, while representing and marketing division's capabilities both internally and externally.
  • Budget Management: Build, monitor, and manage annual budget, while collaborating with management and leadership peers to evaluate staff and resources to ensure efficiencies are maintained.
  • Research and Teaching: Maintain a commitment to a continued research agenda and expand research through grant/contract opportunities using resources across the Division and university. It is expected that a concurrent adjunct faculty role in geospatial, technology, or related field.
  • Administrative: Ensure Divisional and Towson University policies are maintained through the overall recruitment and management of the technology team, while maintaining discretion relative to confidentiality and sensitive organizational issues.

Qualifications
Master's Degree and ten years' experience with demonstrated skills in building relationships, progressive research agendas, project execution, and higher education experience. Expertise in spatial and non-spatial data integration applications and systems. Demonstrated ability to recommend innovative geospatial solutions, which address data driven objectives. Capable of assessing spatial analysis and cartographic reviews on deliverables. Broad functional knowledge of computer hardware, networking platforms, enterprise database architecture, storage configuration and management, firewall configuration and administration, monitoring and control. Experience in the development, implementation, and maintenance of GIS-based IT grants and contracts. Experience managing and executing technology initiatives. Evidence of collaborative management approach. Evidence of leadership skills and the drive to improve and build skills. Experience in strategic thinking; ability to align tactical work efforts with strategic vision. Experience in developing and managing budgets. Evidence of excellent communication and public speaking skills. Demonstrated commitment to service within higher education, the profession, and community. Evidence of successful graduate or undergraduate teaching experiences.

Preferred Qualifications:
Doctorate degree; degrees in computer science, geospatial, engineering, or a related field.

Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 college credits being equivalent to one year of experience.
