ASSOC DIR OF RESEARCH, LDI OF HEALTH ECONOMICS
Duties: The University of Pennsylvania's Leonard Davis Institute of Health Economics (LDI) is the leading university institute dedicated to improve the nation's health system through research and educational programs to address issues of affordability, coverage, quality, and health disparities. LDI's 250 faculty experts, drawn from Wharton, Penn Medicine, Penn Nursing, Annenberg, Law, and Penn Dental, work collaboratively on a $100 million annual research program for tomorrow's solutions to today's health care challenges. LDI promotes and enhances this research program through a state-of-the-art health services research infrastructure that includes 10 biostatisticians and statistical programers working with private and public insurance claims datasets representing over 80 million covered lives using a high- performance server-based computing environment. LDI is seeking a Research Associate Director to support the operations, development, financing, and expansion of LDI's research infrastructure.
The Associate Director will be involved in all aspects of the deployment, operation, financing, and future planning for the three pillars of this program: statistical analysts, computing environment, and databases. The Associate Director will serve as the interface between the faculty in need of research resources and the programmer-analysts, IT system specialists, and database vendors who supply the resources. The ideal candidate will have thorough knowledge of the role and capabilities of a statistical analyst, a fundamental understanding of research IT resources (hardware, software, networking, security, and data), and familiarity with the variety of health care data available for research and the issues (HIPAA, data use agreements, cost recovery, etc.) involved in acquiring these data for research use.
The Associate Director should have strong business operations skills to manage 15-25 personnel, operations, resource allocation, project development, pricing, funds flow, timelines, and planning.
In addition to the duties outlined above, the Associate Director will have broader responsibilities for strategic planning (>1 year time horizon) and achieving goals of growth and development of these resources and expansion of the number of faculty who are using LDI resources over time. The Associate Director will be responsible for developing and executing business plans to ensure the viability and sustainability of these resources in a complex funding environment.
The successful candidate will have strong problem-solving abilities, outstanding written and verbal communications skills, a clear understanding of LDI's goals for these research resources, and will function successfully with a high level of independence in her/his role.
Qualifications: Master's degree, preferably in a research-related field, and 5 to 7 years of experience in project/personnel management or an equivalent combination of education and experience required. Background in research involving analysis of health care data strongly preferred.
The position requires numerous daily interactions with faculty, staff, and students, and thus the successful candidate will have outstanding communications skills suitable for consistently productive and collegial interactions with a wide range of University employees. While this position does not necessarily require advanced technical skills in IT systems administration, programming, or statistics, the Associate Director nevertheless must be conversant with the basic tasks of statistical programming (e.g., the statistical programming skills that are valued in a good analyst), the language of health care IT (e.g., how a shared, high-security Linux-based server system is organized), and the typology and research applications of health care data, in order to effectively manage these resources and plan for their future development. Strong problem-solving skills and the ability to function independently are critical, the candidate must be highly organized and self-initiated. The ability to simultaneous manage multiple projects and meet deadlines is essential. Previous experience in a multi-faceted, research-data-oriented management position is strongly preferred.
