Position Summary: Reports to the Manager, Network Servers and Programming Development and is responsible for creating and maintaining computer programs to facilitate research projects, summarize results, monitor progress and check data quality. Incumbent develops MS SQL, VB and Web based programs to process and analyze large data sets. Produces documentation including data dictionaries and processing specifications.
Rate Minimum $73,000.00 Maximum $131,500.00
Responsibilities: Accurately detects, defines and debugs programs as problems ariseAccurately prepares detailed specifications from which programs will be written and/or modifiedAccurately prepares general and detailed flow chartsAnalyzes and evaluates gathered data and develops recommendations to users and HSIS Management regarding best solutions for proposed systemsEffectively designs, codes, tests, debugs, documents and maintains programs and applicationsEffectively develops test data, revisions and routines for program check-out and revisionEffectively evaluates existing manual and automated systems for functional effectivenessEffectively provides system development and maintenanceEffectively supports system users by developing and generating appropriate standard and ad hoc reportsEffectively supports users on hardware and software packages and applicationsEffectively trains users and other IS staff as requiredEffectively works with users to identify and develop system requirementsEffectively writes reports of test resultsEvaluates and tests new desktop technologiesIdentifies and organizes tasks required for implementation of system projects, enhancements and maintenance. Manages resources and project plans required to complete system configuration, testing and activationLeads projects and is responsible for developing and managing project plansManages necessary user department and system department support resources to produce user reference and training materialsPlans and provides oversight for system processing, integrity and controlsPrepares system and programming documentation for users and other IS staff in accordance with internal and external standardsProvides effective user support for department information systemsRemains current on information and trends in the area of data communications, including voice/data communication information and trends expertiseReviews test procedures and makes appropriate revisions and refinements to existing programs
Required Qualifications: Ability to problem solve independently on application configurationsAbility to work independently on desktop projects including configurations, installation and maintenance of existing desktopsCommitted to keeping current with leading edge technologyDemonstrated skill to work independently and to prioritize and manage a relative number of simultaneous requests and to work on tasks which may not be clearly definedDemonstrated strong knowledge of IPX and TCP/IP protocolsDemonstrated technical ability to install, configure and maintain DOS, Windows operating systems environment including Office application suiteExcellent written and verbal communication skills in EnglishKnowledge of operating system internals, file systems, functions of hardware components, and how hardware and software components work together to form a computer systemMust be willing and able to work occasional weekends and evenings as needed
