Position Summary:

Reports to the Manager, Network Servers and Programming Development and is responsible for creating and maintaining computer programs to facilitate research projects, summarize results, monitor progress and check data quality. Incumbent develops MS SQL, VB and Web based programs to process and analyze large data sets. Produces documentation including data dictionaries and processing specifications.

Salary Range:

Rate Minimum $73,000.00 Maximum $131,500.00


Accurately detects, defines and debugs programs as problems arise

Accurately prepares detailed specifications from which programs will be written and/or modified

Accurately prepares general and detailed flow charts

Analyzes and evaluates gathered data and develops recommendations to users and HSIS Management regarding best solutions for proposed systems

Effectively designs, codes, tests, debugs, documents and maintains programs and applications

Effectively develops test data, revisions and routines for program check-out and revision

Effectively evaluates existing manual and automated systems for functional effectiveness

Effectively provides system development and maintenance

Effectively supports system users by developing and generating appropriate standard and ad hoc reports

Effectively supports users on hardware and software packages and applications

Effectively trains users and other IS staff as required

Effectively works with users to identify and develop system requirements

Effectively writes reports of test results

Evaluates and tests new desktop technologies

Identifies and organizes tasks required for implementation of system projects, enhancements and maintenance. Manages resources and project plans required to complete system configuration, testing and activation

Leads projects and is responsible for developing and managing project plans

Manages necessary user department and system department support resources to produce user reference and training materials

Plans and provides oversight for system processing, integrity and controls

Prepares system and programming documentation for users and other IS staff in accordance with internal and external standards

Provides effective user support for department information systems

Remains current on information and trends in the area of data communications, including voice/data communication information and trends expertise

Reviews test procedures and makes appropriate revisions and refinements to existing programs

Required Qualifications:

Ability to problem solve independently on application configurations

Ability to work independently on desktop projects including configurations, installation and maintenance of existing desktops

Committed to keeping current with leading edge technology

Demonstrated skill to work independently and to prioritize and manage a relative number of simultaneous requests and to work on tasks which may not be clearly defined

Demonstrated strong knowledge of IPX and TCP/IP protocols

Demonstrated technical ability to install, configure and maintain DOS, Windows operating systems environment including Office application suite

Excellent written and verbal communication skills in English

Knowledge of operating system internals, file systems, functions of hardware components, and how hardware and software components work together to form a computer system

Must be willing and able to work occasional weekends and evenings as needed
