Job Description:

The Buyer is a specialized position involving the procurement of goods and services with emphasis on Architectural/Engineering Design Consultant and Construction projects procurement processes and in support of the College's centralized purchasing function.
 
Duties & Responsibilities  

•Assists in the preparation of bids to include ITBs, RFQs, RFPs and ITNs.
•Resolves issues arising from the processing of departmental purchase requisitions, purchase orders, service contracts, competitive bids, and bid tabulations
•Procures goods and services among a broad range of categories, including those of a technical and specialized nature
•Prepares Request for Qualifications (RFQ) documents and Public Notices for selection of construction and professional services for major capital projects in accordance with College and State of Florida rules and regulations
•Coordinates and facilitates selection of contractors and professional services for minor capital and remodeling projects (Continuing Contracts)   
•Assists and coordinates purchases of maintenance, repair and operations (MRO) parts, equipment, systems  and services for the Plant Maintenance department
•Conducts construction pre-bid meetings and site visits                               
 
Minimum Requirements  

•Bachelor's degree with major course work in Business Administration or related field and five (5) years of responsible purchasing experience in a government or Higher Education institution; or a Master's degree with major course work in Business Administration or related field and one (1) year of responsible purchasing experience in a government or Higher Education institution
•Knowledge of standard procurement and recording practices and ability to apply such knowledge to maintain specialized purchasing, control and information records
•Knowledge and understanding of Federal, State, and local public sector procurement regulations, policies, procedures, and guidelines; and general construction industry practices
•Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public
•Knowledge of State rules and regulations for construction of government and educational facilities (SREF)
•Knowledge of Facilities and Plant Maintenance equipment, systems and practices 
•Ability to effectively communicate with contractors, architectural, engineering and other related professional firms
